Summary: ITU-T SG11 Q6/11 standardizied a variety of control and management technology protocols for IMT-2020, such as network slicing, network capability exposure, heterogeneous network environment identification and network management. etc. With the development of related network control and management technologies, the way to improve the efficiency, flexibility and intelligence of network services by studying the IMT-2020 network with ultra-low latency and high reliability of related protocols and mechanisms has become an significant direction. Traditional connection services are difficult to meet the requirements of enterprise users for high-speed access, secure interconnection, service isolation, and flexible networking in IMT-2020 network. Regarding different access networks with the variety of connection requirements, the mechanism to ensure SLA service quality becomes high priority. Nowadays, there are a number of applications such as mobile office, media broadcast scenario etc. require terminal mobility. In these scenarios, data transmission quality must be ensured not only for IMT-2020 access network but also for other access network (such as IMT-2000 or LTE),so that flexible switching of different access networks is necessary to ensure high-quality service transmission during handover of different access networks. As a result, it is important to consider solutions to enhance signaling and protocols of IMT-2020 network and beyond to ensure low latency, large bandwidth and strong isolation of services connections for flexible switching of different access networks. For example, in mobile office scenarios, multiple network access modes are required to be supported which ensure network service quality while flexible switching between multiple access modes does not affect the quality of service transmission. In this scenario, IMT2020 network and beyond shall provide capabilities through enhanced signaling design and protocols, and Network Access Control function to achieve flexible switching between IMT-2020 access network and other access network. As a consequence, it can realize service free from geographical restrictions and high-quality service transmission anytime and anywhere. Therefore, this contribution proposes to initial a new Recommendation to standardize signaling requirements and protocols to enhance quality assured connection in IMT-2020 network and beyond to improve SLA differentiation guarantee of IMT-2020 network and beyond and to meet emerging service requirements.
