Summary: With the efforts of ITU-T SG13 and other Study Groups, the standardization of IMT-2020 network has already been established, such as requirement, frame, mobility management, session management, capability exposure. However, there is a big difference between protocol stacks of different type of access technologies. This leads to different processing produce for IMT-2020 network and beyond. To solve this problem, we propose to initiate a new work item on signalling and protocol for multiple access type in IMT-2020 network and beyond. There are four typical scenarios for integrating satellite access and terrestrial access can be possible from the Mobile Network Operator (MNO) perspective. In every single scenario, we propose to minimize the number of protocol stacks for different kind of access network.
