Ms. Anita Praveen, an Indian Administrative Service (IAS) officer of Government of India and currently working as Special Secretary in Department of Telecommunications and looking after the policy matters of Department of Telecommunications as Secretary, Digital Commission and recommendations of Telecom Regulatory Authority of India (TRAI) along with Administration of the Department. 
She has very vast and rich administrative experience serving over 30 years in various capacities in diverse fields like Administrative Reforms, Corporate Management, Expenditure & Finance, Pla​nning & Program Implementations, Industrial Implementation, Higher Education, Women & Child Development and Social empowerment among other.
In recent past, she held the post of Additional Secretary & Financial Advisor in the Department of Post. Earlier, she had worked in Ministry of Commerce in various capacities as Joint Secretary, Chairperson Agricultural and Processed Food Products Export Development Authority (APEDA) and Chief Executive Officer of Price Stabilisation Fund Trust.  She had been Managing Director of Tamil Nadu Industrial Development Corporation Limited and Tamil Nadu Infra Financial Services Limited

Ms. Atsuko Okuda was appointed as the Regional Director of the International Telecommunications Union Regional Office for Asia and the Pacific in April 2020. Prior to the new assignment, she was the Chief of the ICT and Development Section at the United Nations Economic and Social Commission for Asia and the Pacific from 2015 to 2020, where she promoted the development of regional broadband connectivity through the implementation of the Asia-Pacific Information Superhighway initiative.



Mr. K Rajaraman, a senior Indian Administrative Service Officer of  Government of India, is a B. Tech in Electronics & Communications, a first class MBA and Master of Economics.
Starting his career as a Design Engineer in BHEL, Trichy, during his rich and varied experience as an IAS Officer, he had held various administrative positions in the areas of Investment Promotion, Foreign Direct Investment, Public Sector Undertakings, Industrial Infrastructure, Value added Tax (VAT) Administration, etc. He was MD of Chennai Metro Railways for nearly 4 years during its early construction phase, Commissioner for Commercial Taxes in Government of Tamil Nadu and Joint Secretary Expenditure, in Government of India among others. He  served as Additional Secretary, Investment, IER and Admn. in the Department of Economic Affairs, Ministry of Finance in recent past and currently working as Chairperson of Digital Communications Commission & Secretary Telecom , Ministry of Communications.
He has published articles in Business Line on ‘Right to Information’ and ‘Energy conservation Policy’. He is a certified trainer in Incident Command System for Disaster Management and has served as a Disaster Rescue Team leader in Nagapattinam (Tsunami relief) and Kanchipuram (Floods 2015, 2016). His special interest is in the field of Right to Information, Industrial Policy and Investment Promotion, Human Development, Consumer Protection, Disaster Management, Urban Mobility and Entrepreneurship.

Dr. Sanjay Bahl is currently the Director General at the Indian Computer Emergency Response Team, Ministry of Electronics and IT, Government of India. 
He has over three and a half decades of experience in the ICT industry. His background includes broad and deep skills and knowledge encompassing unique experiences in technology, business, global trade, and policy in the private and public sectors along with academic, public policy and legal areas.
 As resource person for UN-APCICT, Dr. Bahl has delivered the security and privacy training module of the Academy of ICT Essentials for government leaders. 
He was the Global Chief Security Officer (CSO) for Tata Consultancy Services (TCS) and the CSO for Microsoft Corporation (India) Pvt Ltd. He was the Chief Information Officer (CIO) for Hughes Tele.com (India) Ltd on secondment from TCS. While at PT Infotimur Sistimatama, Jakarta, and CMC Ltd, New Delhi, he developed, executed and managed large complex software and turnkey projects.
 He has been a member of various Security committees at National and International level.


​Mr. Narendra Nath Gangavarapu, an officer of the Indian Telecommunication Service, is working as Joint Secretary, National Security Council Secretariat with responsibilities for coordination in matters of cyber security activities by different entities of India in the government, public and private sectors. Prior to this he was Deputy Director General, Department of Telecommunications, Government of India with overall responsibilities for the policy formulation and implementation and matters pertaining to Telecom network security of India. 
He has over 30 years of telecom including 20 years of senior management experience in the areas of Telecom Security, Network planning, installation, operation and maintenance. He was associated with Telecommunications Standards Development Society of India (TSDSI) as member of the GC. He was also a Director on the board of Tata Communications Limited and is currently on the board of NIXI.
He holds a Masters in Technology from Indian Institute of Technology, Delhi with specialization in VLSI design.

Dr. K P S Sandhu is 'Head of Research and Innovation' with the TCS Cyber Security Practice. He has extensive experience in delivering Cyber Security projects across multiple industries and which spanned security architecture, roadmap and strategy, risk management, data protection, DevSecOps, and cloud security. In his current role, he focuses on researching emerging areas of cyber security, conceptualising innovative solution offerings, and fostering partnerships for Cyber Co-Innovation.

Low Gum Song leads the ASEAN Cybercrime Operations Desk (ASEAN Desk), a vital cybercrime operations arm of the INTERPOL Cybercrime Directorate. The ASEAN Desk was formed to address the growing cyber-threats in the ASEAN region where it will fulfill the roles of an information sharing platform, cyber-operations coordinator, and a facilitator of initiatives to combat cybercrime and cyber-enabled crimes. As Head of the ASEAN Desk, he oversees and drives INTERPOL’s strategic efforts to reduce the global impact of cybercrime and foster better cybercrime collaboration with the ASEAN Member Countries, and connect ASEAN to other INTERPOL global crime-fighting platforms. Additionally, Mr. Low also manages the ASEAN Joint Operations against Cybercrime (AJOC) project, which aim is to drive intelligence-led, coordinated actions against cybercrime and their perpetrators in the ASEAN region through the implementation of a harmonised regional coordination framework.
He also represents INTERPOL at the SOMTC Working Group for CyberCrime and the ASEAN Plus Three Cybercrime Conference.
Mr. Low has 23 years of law enforcement experiences. Prior to joining the INTERPOL, he devoted the last 15 years of his law enforcement career on cybercrime investigation, executing cyber-operations, and conducting digital forensics; accumulating vast experiences in the fields of cybercrime and cyberenabled crimes.

Mr. Yirmi Hassidim. Holding a B.Sc in Computer Science, Yirmi found his start in cyber-security by joining and ultimately leading the Israel National Red Team during his military service. Joining Visiblerisk (now a Bitsight company) three years ago as the first employee, Yirmi now serves as Research Lead for the Bitsight Risk division.







 Mr. Philip Victor. An award-winning cybersecurity advocate with over 28 years in the field of information technology, Philip Victor has served more than two decades in the cybersecurity domain. A recipient of the Senior Information Security Leadership Award for outstanding contribution in enhancing public-private partnerships globally. His role includes, spearheading Cyber Risk for Critical Infrastructure practice and engagement with the International Telecommunication Union (ITU) and governments.
In his previous role working with the United Nations’ (UN) specialized agency, the International Telecommunication Union (ITU), Philip was instrumental in assisting governments globally in enhancing their cybersecurity posture through various initiatives and projects including National Cybersecurity Strategy, Child Online Protection, National Computer Emergency Response Team, Capacity Building and International Cooperation.
He is a regular speaker at numerous international conferences, forums and seminars in cybersecurity and has published articles for publications both locally and internationally. He has also been featured and interviewed in international media as a cybersecurity expert and advocate on global issues. Philip sits on Taylor’s University Industry Advisory Panel and serves on the Board of Study for the International Business School at University Technology Malaysia.

​Sh. S.S. Sarma, Director of operations in the CERT-In. He is handling computer security incidents reported to CERT-In, and coordinates response and remediation actions for incidents of malicious code infections, Botnets, web intrusions and attacks on Industrial Control Systems. He is looking after the activities of Botnet Cleaning and Malware Analysis Centre. He has overall experience of 30 years in computer communications, broadcasting and cyber security. 




Ashutosh Bahuguna. Scientist in the CERT-In, Ministry of Electronics and IT, Government of India. Experience of 14 years in field of information security. His area of work is focused on information security assurance, Benchmarking, International & National cyber security exercises, National Cyber Crisis Management Framework, Behavioral aspects of cyber security, ICS/OT security, application of data science in cyber security and Security assessments. He authored several frameworks, papers and articles and invited speaker at various domestic & international forums.

Mr. Arnold Guerin, former police officer from Canada working at the National Child Exploitation Crime Centre since 2005. His main area of expertise is developing technology to combat online child sexual exploitation and developing public-private partnerships. Knowledgeable in Machine Learning, counter CSE, and hackathons. In September 2021 he joined the UNODC Global Programme on Cybercrime and works in SE Asian region out of Bangkok.



Caroline Troein works at the International Telecommunications Union as a lead researcher, and works on projects related to cybersecurity, artificial intelligence, and digital capacity. At the Fletcher School Digital Planet initiative, she co-created the Smart Societies framework for looking at digital societies, and worked on the Digital Evolution Index, African Leapfrog Index, Digital Trust Index, and Global Cost of Cash. She focused on strategic technologies in the global commons, applying systems analytics and security studies to cyber, space, and maritime questions. She has worked as a consultant on cross-country user technology behavior. She has also worked as a Congressional staffer in the US House of Representatives, where her policy portfolio included technology, space, and cyber issues. She has assisted in high level diplomatic conferences on cyber issues, and is strongly engaged with the cyber and space policy communities.


Mr. R Shakya, currently, working as Deputy Director General (International Relations) with the Department of Telecommunications, Ministry of Communications, Government of India. A focal point of India for bilateral and multilateral engagements in telecommunication field.
He is an officer of Indian Telecom Services with rich experience of over 33 years playing multifaceted roles in telecommunications like policy formulation, regulatory & licensing, planning, operation, maintenance, quality assurance, capacity assessment, project management, business development and marketing
In past, he had worked with Information and Communication Technology Authority (ICT Authority, National Regulator), Government of Mauritius as Senior Adviser & Acting Executive Director. He served as Chief Information Security Officer for Telecom sector of India, the Chaired of Apex Committee for granting ‘in-principle clearance’ to render satellite based communication services and member of the Governing Council of Telecommunications Standards Development Society of India (TSDSI).  
He is one of the founder Directors of current field formations called License Service Area (erstwhile Vigilance & Telecom Monitoring) of Government and has played a pivotal role in establishing Security unit in the Ministry and creating multiple entities like National Centre for Communication Services (NCCS),Telecom Security Operating Centre (TSOC), Central Equipment Identity Register (CEIR), Central Monitoring System and Telecom-CERT.
He led the joint team of Department, service providers & solution developers for containing the COVID-19 spread by virtue of enabling traceability, predictions of likely spread areas, developing Covid Quarantine Alert System (CQAS) and providing targeted messages in specified geographical areas in vernacular languages.
Continuously associated with numerous organizations like academic institutions, training & skill development centres, Enforcement Agencies and industry forums. A recipient of several awards for ‘Excellence in Public Services’ from Public institutions, Social and Industrial organizations.

Eric Barnes. Eric is a Threat Intelligence Consultant at SecAlliance with specific expertise in financial and regulatory organisations. Eric has significant experience providing intelligence and managing sophisticated cyber security incidents for enterprise clients, predominantly in the financial services, information technology and services industries. Eric holds a BSc in Cyber Security and Digital Forensics and is skilled in the areas of Incident Response, Major Incident Management, Cyber Threat Intelligence and Forensics.”

​Mr. Bill Adsett. ​Bill has many years of military, operational, engineering, and management experience of CIS, surveillance, avionic, cyber and EW.  Mostly he has worked within sensitive and classified areas of technology and capability.  In recent years he has been involved in the delivery of cyber projects, risk management and consultancy. He led the team that acted as the customer friend to the UK MODs socio-technical Cyber Vulnerability Investigation (CVI) programme and he has both supervised and directly delivered many CVI on UK military platforms and capabilities. These have allowed operational risk to be best understood and managed.




Jerry Ketteringham, an ex-senior civil servant with 34 years of experience working on UK government capability building programmes. Prior to leaving the civil service in September 2017 he spent five years as the Programme Director for the UK’s National Cyber Security Centre (NCSC) Cyber Security Programme with responsibility for implementing the UK National Cyber Security Strategy. Since September 2017 he has been working as a specialist consultant for the Home Office working with international partners on National Cyber Risk Assessment (NCRA) and cyber security capacity building.  

Prof. Dr. Marco Gercke is an international expert in the field of Cybersecurity/Cybercrime/Privacy and he for more than fifteen years advises governments, international organizations and large enterprises on those matters. He is director of the Cybercrime Research Institute - an independent global think tank dealing with Cybercrime and Cybersecurity. Holding a PhD in criminal law with a focus on Cybercrime he is for several years teaching law related to Cybercrime, International Criminal Law and European Criminal Law at the University of Cologne. He was and is working as an expert for several international organizations among them the Council of Europe, the European Union, the United Nations and the International Telecommunication Union (ITU). Marco was member of the High Level Expert Group that advised the Secretary General of ITU within the process of developing the Global Cybersecurity Agenda (GCA) and is scientific advisor to Europol. 
 
With more than 1000 speeches in over 100 countries and over 100 scientific publications, Prof. Gercke is one of the world's leading experts in the field of Digitalization and Cybersecurity. He advises governments, organizations and large enterprises around the world on strategic, political and legal issues in the field of cybersecurity. Over the past 15 years, he has worked in over 100 countries across Europe, Asia, Africa, the Pacific and Latin America. He drafted policies, strategies and legislation for various governments – very oft as a consultant for the United Nations/ITU.

​Ir. Tejinder Singh started his career as an electrical engineer with a major manufacturing plant acquiring many different process related skills. He is the Founder and CEO of Electrinium Technologies, a boutique engineering advisory and consulting services company, operating in a space that intersects energy efficiency, energy management, smart technologies, and cybersecurity. He has worked in many industries, from steel manufacturing to semiconductor industry, from energy contracting to electrical consulting, from telecommunications to academia and ICT. He is also one of the few experts in both the electrical energy and cyber security domains. He is a certified National EnMS Expert by United Nations Industrial Development Organization (UNIDO), a Lead Auditor for ISO 27001, a Six Sigma Black Belt, a HRDF Certified Trainer, a GBI facilitator, a Registered Electrical Energy Manager (REEM) and a Certified Information Systems Security Professional (CISSP).
Tejinder graduated with a Bachelor of Science degree in Electrical and Computer Engineering from Tri-State University, Angola, Indiana, USA and also holds a Master’s degree in Embedded Systems Design from University of Lugano, Switzerland.
Tejinder is a registered Professional Electrical Engineer with Practicing Certificate (PEPC) with the Board of Engineers, Malaysia (BEM). Tejinder is also a HRDF certified trainer and a NLP trainer.


Csaba Virág has more than a decade of experience in strategic, technical and administrative layers of the IT and cybersecurity sector. He is well known for his capacity building activities along with his contribution to raising cyber resilience in the EU and globally.
Csaba is currently the Director of Capacity Building at Talgen Cybersecurity, Estonia, focusing on developing and delivering high impact cyber resilience at large via enabling organisations and governments to leverage on digital transformation at their maximum potential.
Csaba is involved in various cybersecurity and cyber defence projects, coordinates the European Cyber Range Focus Group, acts as an expert for ITU global cyber drill series, is member of the Advisory Board at ENISA and co-chairs ECSO working group on Capacity Building.​

Mr. Marwan Ben Rached is a Cybersecurity Coordinator at ITU (International Telecommunication Union ) and has over a decade and a half of experience in the cybersecurity field. Marwan has provided information security consulting services and has managed cybersecurity projects for the governments and the private sector and also he has been involved into the regional cybersecurity assistance, by helping different developing countries to enhance their cybersecurity capabilities. Marwan received a Master and Engineer degrees in Computer Science from the University of Sousse and also he holds various Cybersecurity Certifications.



Dr. Almerindo Graziano​. Almerindo has gained over 20 years' worth of experience in information and cyber security, ranging from developing one of the first university-level Masters programmes in the UK in 2005 up to security consultancy and strategic advisory for private and government organizations across Europe, Africa, the Middle East and Asia.
Al is the CEO of Silensec, an ISO 27001 certified international information security technology and consulting firm and the Global Chairman of HLB Digital, a brand of HLB International where he leads the development of HLB cybersecurity and digital services globally. Silensec is currently headquartered in Cyprus with offices in the UK, Kenya, Canada and soon in the USA and Ireland.
Al is a cyber security expert for the International Telecommunication Union (ITU) where, since 2014, he has contributed to the delivery of regional and worldwide Cyber Drills and workshops for national CERTs and governments. Al was the technical coordinator of the ITU 2020 Global Cyber Drill with focus on cyber-attacks and simulation scenarios development.
Al is the co-founder of CYBER RANGES, a next-generation cyber range platform for large-scale immersive training and cyber resilience building exercises. He is also the Co-Chair of the Working Group WG5 on Cyber Range environments and technical exercises at the European Cyber Security Organization (ECSO). A pre-COVID19 era avid airmiles collector, Al is a keen long-haul motorbiker and a proud dad.
