Isaac BOATENG

​​Isaac BOATENG is a Deputy Director in charge of Policy and Technical Regulations at the National Communications Authority (NCA) of Ghana with over 18 years of professional working experience in the ICT industry. Some of his accomplishments for the NCA are the establishment of ICT Device Testing Laboratories (SAR, RF & DTT Labs), drafting of 2G, 3G, 4G, BWA, MVNO, IWCL and ICH Policies and Licences, Network Quality of Service (QoS) monitoring and enforcement, Equipment Authorizations (type Approval)Policies, Regulations and Technical Training.

Mr Boateng is currently a vice chair of `Telecommunication Standardisation Advisory Group (TSAG) and associate rapporteur of WTSA Preparations. He was a Vice Chairman for ITU-T SG11 on Signalling requirements, protocols, test specifications and combating counterfeit products from 2012 to 2022 and a co-rapporteur for Question ITU-T SG11, Q15. He has led Q15/11 to publish an ITU Technical Report on Counterfeit ICT Equipment. He  led SG11 to determine and consent to ITU-T Recommendation (Q.5050) “Framework for Solutions to Combat Counterfeit ICT Equipment” and other two Technical Reports.
 
He is the author of “Technical Report on Counterfeit ICT Devices in Africa” which has been published by the ITU. He is currently the Chairman of ITU-T Conformity Assessment Steering Committee (ITU-T CASC). He is also the Chairman for the ITU-T SG11 Regional Group for Africa.
 
He is also an ATU Consultant and has trained other sister Regulators on Conformance and Interoperability (C&) Testing in the ITU Africa Region.
 
Mr Boateng holds a M.Sc. in Electronics and Computer Engineering (UK), with specialisation in Wireless Communication Systems, B.Sc. in Physics, Kwame Nkrumah University of Science and Technology (GHANA) and formal Adjunct Lecturer at the School of Technology, Ghana Institute of Management and Public Administration (GIMPA).
He is a Board Member for the Radiation Protection Institute (RPI) of the Ghana Atomic Energy Commission (GAEC) from 2017 to date. He is also a member of the following Professional institutions:

He holds Awards of; Certificate of Honor for 15 years of Long Service at the NCA as well as Citation for Vice Chairmanship & Rapporteur of Q15/11 of ITU-T SG11 from 2012-2022.​​
