Mandate

Objectives

​The East African Communications entities Organisation (EACO) Congress convened on 29 May 2009 in Dar Es Salaam, Tanzania noted the need to consider ways to improve effective implementation of the WTSA-08 Recommendations and Resolutions.
Emulating from other regions (e.g. Arab, European Union) it was resolved to form an EACO standardisation Group to enhance participation in ITU-T activities and to so inform ITU-T Study Group 2 (see TD 188 (GEN/2)), requesting that Study Group 2 recognize this group as a regional group in accordance with WTSA-08 Resolution 54 (Rev. Johannesburg, 2008) Creation of regional groups.
At it 16-24 November 2009 meeting, ITU-T Study Group 2 duly recognized the Standardization Group of the East Africa Communications Organization as an ITU-T Study Group 2 regional group, with the following Terms of Reference.

Terms of Reference

i) To analyse the allocation, usage and management of Telecom Numbering and Internet resources in the region and recommend strategies for optimal usage of the resources necessary for the provision of communications services.

ii) To develop harmonized Guidelines for the management and allocation of Telecom Numbers, ccTLD, and other related resources.

iii) To coordinate implementation of harmonised short codes within the EAC region.

iv) To coordinate adoption and utilisation of rescue operations short code 110 for Maritime Communication for Safety on Lake Victoria (MCSLV).

v) To make recommendations on the assignment of colour codes to mobile cellular operators at the EAC Members States border points.

vi) To develop harmonized Regulations and Guidelines for the implementation of Mobile Number Portability within the region.

vii) To follow up and coordinate activities relating to IP Addresses with ICANN and other relevant international and regional bodies.

viii) To recommend a regional strategy for migration from IPV4 to IPV6.

ix) To coordinate, follow up and disseminate information, recommendations, resolutions from ITU, and best practices from international organizations related to Telecom numbering and Internet resources governance issues.

x) To coordinate, follow up the work of the sectoral committee on Transport, Communications and Meteorology (TCM) of the East African Community (EAC) and facilitate the development of EACO’s Recommendations or contributions relating to the work of TCM in EAC.

WORKING METHODS

​i. The structure of SG2RG-EA comprises of the EACO Working Group 7 (Telecom Numbering and Internet Resources Planning, Allocation and Governance) which is composed of two Working Parties namely The Working Party 1(WP1) that deals with Telecom Numbering Resources Planning, Allocation and Management; and Working Party 2 (WP2) which deals with Internet Resources Planning, Allocation and Governance.

ii. The physical meetings of EACO WG7 are convened twice a year however online meeting may take place many times.

iii. During its meetings, the EACO WG7, through its Working Parties, deliberates on issues related to Telecom Numbering and Internet Resources Management and Governance.

iv. The reports of the EACO WG7 meetings are tabled at EACO Assemblies and Congress for consideration and approval.

v. The decisions of EACO Assemblies and Congress related to the EACO WG7 work are communicated to ITU-T SG2 and uploaded to the EACO website and on the SG2RG-EA Web page.

vi. The members of the EACO WG7 also participate in ITU-T SG2 activities; and the Chairperson and the Vice-Chairperson are responsible for presentation of SG2RG-EA reports to the ITU-T SG2.

vii. Presentations to the ITU-T Study Group 2 on matters of SG2RG-EA shall be done by the Chair or the Vice Chairperson of SG2RG-EA.
