​​​​​​​​​Umar Garba Danbatta
Executive Vice Chairman and Chief Executive Officer, Nigerian Communications Commission

Professor Umar Garba Danbatta is the Executive Vice Chairman and Chief Executive Officer (EVC/CEO) of the Nigerian Communications Commission (NCC).
He earned his BEng, MSc degrees from the Technical University of Wroclaw in Poland and received his PhD from the University of Manchester Institute of Science and Technology.

Prior to his appointment as the Executive Vice Chairman/CEO of the Nigerian Communications Commission, Professor Danbatta served as a lecturer in the Department of Electrical Engineering, Faculty of Technology of Bayero University Kano for 28 years, where he taught courses in telecommunications engineering and electronics and held academic positions of Dean of the Faculty and Head of Department.

He was also the Vice President of the Digital Bridge Institute (DBI) an International Centre for Advanced Communications Studies, which was established by the Nigerian Communications Commission (NCC) to build capacity for the Nigerian/African telecom industry in diverse areas of Information and Communication Technology (ICT). A recipient of multiple awards, Prof. Danbatta is a Fellow of the Nigerian Academy of Engineering (FAEng), Fellow of the Nigerian Society of Engineers (FNSE) and Fellow of the Renewable and Alternative Energy Society (FRAES).

Since his appointment as the NCC’s CEO, Prof Danbatta has succeeded in tremendously transforming the telecom sector in Nigeria, especially in the areas of infrastructural development, consumer empowerment and satisfaction, research and development, improved stakeholder relation, and a significant increase in active mobile broadband penetration.

I earned my B.SC in Combined Social Sciences degrees from the University of Nigeria Nsukka Enugu State in 1999 and Diploma in Community Health Profession at School of Health Technology Aba Abia State Nigeria in 1992 and Diploma in Computer at Dickson computer school Aba Abia State Nigeria in 2000. I also had a course on “An Introduction to GSM System-IT Support Nigeria Limited - Abuja” in 2005.

Prior to my position on self-employed, I was Director of Nwazue Nigeria Limited in Lagos Nigeria for 5 Years as Oversee of company affairs and decision makers of the company.
I also served as Assistant Manager: Protocol participating in the 8th All African Games – Coja in 2003; as Administrative / Liaison Officer in Protocol Dept; Assistant Manager - ANL Nigeria Limited 2001-2003.This is a general contracting firm with focus in civil, supply, oil consulting and finance. My duty was purchasing and supply, organizing and coordinating staff work schedule, providing logistic support.

I also served as NYSC Corper at Central Bank of Nigeria in Abuja 2000-2001 in Admin departments as admin officer and oversees clearance of cheque and payee.
Since my self-employed, I have being in global market and get experience for 23 years’ in management and administration Field. I have represented my company/organization in conferences and seminars and as a speaker too in many nations and countries like Turkey, Bahrain, Austria, Germany, Luxembourg and France.​

Edwin Isotu Edeh
World Health Organization (WHO), Nigeria

Edwin Isotu Edeh is currently the National Consultant, Public Health and Environment (PHE), World Health Organization (WHO), Nigeria. He is a dynamic global environmental health Specialist and transformational leader with 14 years of technical and strategic levels experience spanning across public sector, industries and humanitarian spheres.

Isotu is an award-winning author of a classic 426 page book: Environmental Health: Understanding Current Issues and Solutions of the 21st Century (2016). He led the 3rd Cycle implementation of United Nations Global Analysis and Assessment on Sanitation and Drinking Water (GLASS) Initiative in Nigerian 36 states (2018), health sector (WHO/FMOH) assessments and National Action Plan activities on Artisanal Small-scale Gold Mining (ASGM) for implementation Minimata Convention on Mercury, and 1st multisectoral National Environmental Response to Lassa Fever (LF) control in Nigeria (WHO, NCDC, FMENV, FMARD) in 2019, amongst others.

He provides high-level leadership, strategy and capacity development on environment and sustainability to support One-Health Agenda for global health security. He holds a Global Health and Humanitarianism certification from the University of Manchester, PhD Environmental Management and Control – University of Nigeria, MSc Environmental Management - University of Port Harcourt and under-graduate studies in Environmental Health Technology, Rivers State College of Health Science and Technology, Port Harcourt.
Ramy Ahmed Fathy
Director, Digital Services Planning and Risk Assessment, National Telecom Regulatory Authority, Egypt

Ramy Ahmed Fathy is the Director of Digital Services Planning and Risk Assessment at the Egyptian National Telecom Regulatory Authority (NTRA). As the Director of Digital Services, he seeks the development and implementation of sustainable and effective digital services in the Egyptian market. His role at NTRA includes the development of guidelines, regulatory frameworks, viable business models, and effective specifications & technical operating parameters, which ensure efficient and effective services' operation. He is leading the design, and specifications development of intelligent and digital services; addressing interoperability, risk, regulatory impact assessment and services’ market adoption while employing a wide set of tools related to radio network planning, transport design, market modeling, and optimization.

Fathy has been actively involved at the different stages of development of various intelligent ICT systems and services, in addition to numerous ICT-for-development and digital transformation initiatives including national broadband networks, smart cities, m2m and IoT enabling regulatory frameworks, smart utilities, eGov, water management, and next generation access planning. His 15 years of experience include projects design, budgeting, and planning of smart cities, enterprise automation, DTV transformation, and Intelligent Transportation Systems (ITS).

Over the past 10 years, Fathy has served in key roles in the international standardization arena. In 2012, he served as the Vice-Chairman of the ITU-T Focus Group of Bridging the Gap between Innovations and Standardization (Focus Group Innovation). One year later, he was elected as the Chairman of the ITU-T Focus Group on Smart Water Management for a period of two years. Currently he is serving as the Vice Chairman of the ITU-T Study Group 20 (SG20) on IoT and its applications including smart cities and communities since late 2015 where he is leading activities related to the standardization of end-to-end architectures for IoT and smart cities, intelligence, mechanisms for the interoperability of IoT applications, security, and identification aspects of IoT systems.

Fathy has a PhD in electronics and communications. He has led R&D projects in radio network planning and optimization, cognitive radio systems, video coding, cryptography, DSP/FPGA/GPP based implementations of consumer electronics products and satellite communication systems. He has numerous publications in esteemed journals and conferences, and he's the author of one book in electronics.
​Paolo Gemma
Chairman, ITU-T Study Group 5 Working Party 2, ITU

Paolo Gemma is a senior Specialist and representative of Huawei on issues related to energy saving and environmental sustainability.
Prior to joining Huawei, Dr. Gemma was working with Nokia Siemens Networks, where he was responsible for EMC (electromagnetic compatibility) and electrical safety areas. He also worked in the Siemens Communications Division. Dr. Paolo Gemma also plays an active role in international standardization activities. Since 1993, he has been engaged in ETSI (European Telecommunication Standard Institute) activities and he also participates in the development of EMC standards.

In 1997, Dr. Gemma joined ITU-T Study Group 5 on Environment, Climate Change and Circular Economy as a Rapporteur and he is now the Chairman of Working Party 2 “Environment, Energy Efficiency and the Circular Economy”. He also acts as Vice-chairmen of the United for Smart Sustainable Cities (U4SSC) initiative.

In 2002, Paolo Gemma was appointed as the Secretary of the Committee ETSI TC EE and as of 2009 he holds the position of Chairman of the EEPS EE (eco Environmental product standard) working group. Paolo Gemma is a graduate in electrical engineering from the University of Genoa.

Shane He
Nokia Networks

Dr. Shane HE is a standardization professional specialist at Nokia (Bell Labs & CTO). She is concentrating on IoT standardization and vertical industries, her interests include 5G, IoT/M2M architecture, lightweight protocols, information models and applications, as well as verticals (Industrial IoT, Smart Cities, Automotive).

She participates in several M2M/IoT industry standards bodies including ITU-T, oneM2M and ETSI. She is actively involved in ITU-T SG20 as the Rapporteur of Q3/20 (IoT Architectures, management, protocols and QoS). She is also serving in the role of Chair of the Requirements & Domain Models (RDM) Working Group of oneM2M.

Fryderyk Lewicki
Orange Polska, Poland; ITU-T Working Party 1/5 Chairman

Fryderyk Lewicki received a MSc and a PhD degree from the Wroclaw University of Technology (Poland). He is also a graduate of several telecommunication programs provided by the United States Telecommunication Training Institute in Washington DC (1990-1992). In 1985 he joined the Orange Labs Poland. Currently, he holds the position of Manager on Antennas, Propagation and EMC at the Orange Labs Poland. He is Chairman of the ITU-T SG5 WP1/5 “EMC, lightning protection and EMF” and, for the fourth term, the Rapporteur for Question 3/5 “Human exposure to electromagnetic fields (EMFs) from information and communication technologies (ICTs)”.

He is also Chairman of the Sub Working Party SWP 3K-2 “Path general propagation method” of ITU-R SG3 “Radiowave propagation”. He was previously Chair of the Polish Chapter of the IEEE EMC Society. The main fields of his activities are: antenna systems, protection against electromagnetic radiation, spectrum management and radiowave propagation.
Marc Lixi

Marc Lixi is Cluster Lead and Senior Digital Development Specialist in the Infrastructure Vice-Presidency at the World Bank Group in Washington, DC. The World Bank provides knowledge and financing to help close the digital divide and make sure countries can take full advantage of the ongoing Digital Development / Digital Economy revolution.

Prior to joining the Digital Development Global Practice in 2011 Marc worked for 7 years at the front office of the World Bank Vice-President for the African Region. In this capacity, he managed a project portfolio focused on the design and implementation of large-scale infrastructure plans. He has extensive experience in digital infrastructure/economy projects across the African Region. Marc obtained a master’s degree in Telecommunications from Telecom SudParis and is a fluent English and French speaker.

Sofies UK

Federico Magalini, a Mechanical Engineer, holds a PhD in Management, Economics and Industrial Engineering from Politecnico di Milano University. Federico has more than 15 years practical experience on e-waste management, capacity building and policy; 4 years experiences as Operations & Quality Managers in take back scheme for e-waste, batteries, PV, and other industrial waste streams. Federico has a solid track record in implementation of take back policies and approaches, development and enforcement of voluntary standards (WEEELABEX, EcoGuard), business model development and financing systems, policy development and technology transfer.

He is currently managing director of the UK branch of Sofies (www.sofiesgroup.com), a consulting group headquartered in Geneva with offices in Zurich, London and India. Sofies provides consulting, project management and services in the field of sustainability.
Helen Nakiguli
Senior Officer Environment Management, Uganda Communications Commission

Helen Nakiguli holds a MSc.in Sustainability and Environmental Management form the University of Derby, United Kingdom, B.Eng. in Environmental Engineering and Management and Post Graduate Diploma in Project Planning and Management.

Helen is the Current Chairperson of the ITU-T SG 5 Regional Group for African and a former Vice Chairperson of the Working group 7 (Environment and E-waste Management) of the East African Communications Organization (EACO).

Helen is passionate about environmental sustainability issues and, has spearheaded many projects and studies including; the current study on the end of life management of communications equipment in Uganda, spearheading the establishment of the national steering committee on e-waste management in Uganda as well as the national working group on ICT and environmental sustainability. She has contributed to a number of publications at national, regional and international level on sustainability issues as well as made presentations.
Ep​hraim Chikwendu Nwokonneya
Director, Research & Development, Nigerian Communications Commission

An alumnus of Nnamdi Azikiwe University Awka, George Mason University, West Virginia, USA and currently a post-graduate student of Edinburgh Business School of Herriot Watt University, Scotland. Ephraim Chikwendu Nwokonneya was admitted as an associate member of Institute of Chartered Accountant of Nigeria (ICAN) in 1990 and in 2000, conferred with the prestigious fellowship of the noble Institute. He has served as a member of both the Membership Affairs and Finance/General Purpose Committees of the institute respectively.

He is a finance, accounting expert and utility regulation specialist with broad experience spanning over 30 years in the public sector in addition to manufacturing, aviation and telecom sectors of our country. An analyst, an original thinker; a change-driver; experienced administrator and technocrat. Very resourceful; result oriented; highly analytical; with a quick grasp of issues; good public speaker etc.

He was for many years, the Chief Accountant of a major multinational, First Aluminimium Nigeria Plc and later the Group Financial Controller of SIO Industries ltd while doubling as the Company Secretary of Grand Hotels Ltd which is part of the SIO Group.

In the past eighteen years, he has been part of the senior management team driving the uncommon revolution in the telecommunications sector of the country under the sector regulator; Nigerian Communications Commission. He was the pioneer head of Funding and Subsidy Dept of Universal Service Provision Fund of the Commission.

In 2010 Mr Nwokonneya was deployed to set up the compliance monitoring and enforcement function in the Commission where he deployed his wealth of experience, in developing cutting edge administrative framework for effective monitoring and enforcement of rules and regulations in the Nigerian telecoms industry. He led the Compliance Monitoring team until November, 2016 when he was moved to head Consumer Policy Development and Monitoring unit of the Consumer Affairs Bureau, the mandate he performed credibly till March 2018 when he was moved to head the Internal Audit Department.

Presently, Mr Nwokonneya is the Director, Research and Development department of the Commission. He is happily married to Hon. Lady Blessing Uwaoma Nwokonneya, a renowned politician, an astitute banker and administrator. Both are blessed with 3 children.
Abayomi Olurishe
Senior Technical Solutions Expert, Huawei Technologies Company Nigeria Limited

Mr Abayomi Olurishe is a certified project Manager, member of the PMI and an Alumni of Ahmadu Bello University. He holds various certifications in ITIL and other best practices in the ICT and Telecoms sector and is also a certified Sales professional.

Having obtained a Bachelor in Engineering (B.Eng.) degree in Electrical/Electronic Engineering from the Ahmadu Bello University, Nigeria, Abayomi Olurishe has built a technology based career over the past 17 years and served as CTO of several indigenous Telecom operators in Nigeria. He is also a certified member of the Global Solutions Elite Team (GSET) of Huawei Technologies. Having served in several capacities, Abayomi has broad experience in ICT/Telecoms and their applications in the vertical industries including public security, smart city initiatives, IOT adoption and digital transformation.

Mr Abayomi is an accomplished professional with demonstrated career success developing and executing operational strategies to promote organisation growth and optimal utilisation of emerging technologies. He possesses extensive experience leading operations for technology, business development and application development within diverse range of industries and for government entities with full P&L responsibility.
Percy Onianwa
Executive Director, Basel Convention Coordinating Centre for the African Region

Percy Onianwa is Professor of Analytical/Environmental Chemistry at the University of Ibadan, Nigeria, and  also Executive Director of the Basel Convention Coordinating Centre for the African Region (BCCC-Africa).
 
Percy obtained undergraduate and postgraduate degrees Chemistry from his present University, and is involved in research related to environmental monitoring and assessment, pollution modelling, chemical analytical methods development, and hazardous waste management. At the BCCC-Africa, he has led the Centre to undertake projects on the management of ewaste in Nigeria and other African countries. These include projects on ewaste inventories and control of illegal transboundary movements.

He has also been involved in activities geared towards entrenching an extended producers’ responsibility scheme for ewaste management in Nigeria. In this regard, Percy is a member of the current interim management board of the Ewaste Producers Responsibility Organisation of Nigeria (EPRON). Percy Onianwa also partakes in products standardisation activities at the  Africa regional level, as Expert on Technical Harmonisation Committee 05 (Chemistry/Chemical Engineering) of the African Organisation for Standardisation (ARSO).​
Virginia Onyara
Senior Research Officer, Multimedia University of Kenya

Dr. Virginia Onyara holds a PhD in Business Administration from the University of Nairobi, Kenya, an MBA (Human Resources Management) and Bachelor of Education Degree both from Kenyatta University, Kenya.

She works at Multimedia University of Kenya (MMU) as a Senior Research Officer. She represents the institution at the East Africa Communications Organization (EACO) and is a member of EACO Working Group 7 that handles E-waste Management and Counterfeit Gadgets in the ICT and Telecommunication sector in East Africa. She is also a member of ITU Study Group 5 (Environment and Circular Economy) and is currently an editor of the work item: Adequate Assessment and Sensitization on Counterfeit ICT Products and their Environmental Impact.

She is an e-waste expert with GIZ currently working on Harmonization of e waste Regulatory Framework and Mapping of the Infrastructure for East Africa.

Her major interests include and are not limited to; research, capacity building, and creating awareness on e- waste management, Green ICTs and other environmental issues in ICT and Telecommunication.​
​​Belinda Osayamwen
Business Development Manager, Hinckley Recycling, Nigeria

Belinda Osayamwen is a young & as many will refer, budding environmentalist. With only about 2 years hands-on experience in developing Nigeria’s E-waste landscape, she has gained industry acclaimed strides in this global E-waste fight creating the necessary awareness required to jump start the needed revolution.

She works with Nigeria’s first responsible electronic waste recycler - Hinckley Recycling: to provide solutions for end-of-life electronics in order to prevent environmental pollution and human harm caused by hazardous E-waste.

Belinda is also a Director of E-waste Collectors Association of Nigeria (ECAN), which was established to solve the problem of informal and harmful collection of electronic waste in Nigeria by not stopping the collection in entirety but by protecting the collectors health whilst providing them with a fair and sustainable income for them and their families.​
Reyna Reyna Ubeda
Project Officer, ITU

Reyna Ubeda studied Industrial Engineering and she completed a Master on International Management from the University for Economics and Environment Nürtingen- Geislingen in 2014.

She joined the ITU’s Standardization Bureau in 2015. She is part of the team that supports ITU-T's activities related to IoT, Smart Cities, ICTs, the Environment Climate Change and Circular Economy. Reyna speaks English, Spanish and German.
Peter Ulanga
Chief Executive Officer, Universal Communications Service Access Fund, United Republic of Tanzania

Peter Ulanga, up to June 2019, was the Chief Executive Officer and member of the Board of Universal Communication Service Access Fund for the past eight years. Also, he has served for 3 years as a founding Board Member for e-Government Agency (e-GA). He was a member of the Advisory Committee for ICT in the Open University of Tanzania for 5 years spearheading inclusion of ICTs in open and distance learning in Tanzania.

He has built his career in management and ICT leadership for the past two decades. In July 2009, Eng. Ulanga was appointed as the founding Chief Executive Officer of the Universal Communications Service Access Fund. He was responsible for establishing the Fund from the scratch by collecting initial funds acquiring office space and recruitment.

Mr. Ulanga has been involved in the work of International Telecommunication Union for the past 18 years contributing in the work of Study Group 2, Study Group 13 and Study Group 5. He serves as a Vice Chairperson of Regional Group for Africa of Study Group 5 and a rapporteur of Question 13 and Associate Rapporteur of Question 14 and Question 15 in the last study period.

Chairman, ITU-T Study Group 20 Regional Group for Africa, ITU

Engr. Bako Wakil is the Director of Technical Standard and Network Integrity at Nigerian Communications Commission (NCC), an independent Regulator of the Telecom industry in Nigeria. He has close to 30 years’ experience in Telecom services management, operations and maintenance. He has diverse experience in satellite, Terrestrial and Diplomatic communications operations and management.

At the Nigerian Communications Commission, he is responsible for developing and monitoring Quality of Service KPIs, management of National Numbering Resources and Equipment Authorization or Type Approval.

Prior to joining the NCC, Engr. Wakil served at the Nigerian Ministry of Foreign Affairs for over 15 years and from 1994 to 1998, he was the Regional Engineer in charge of Europe at the Nigerian High Commission in London looking after Diplomatic Communications Network of all the Nigerian Missions in Europe.

At the ITU level, Engr. Wakil has attended several ITU events such as World Radiocommunications Conferences (WRC), World Telecommunications Standardization Assembly (WTSA) and several ITU Study Group meetings and is currently serving as Vice Chairman of ITU-T Study Group 20 (SG20) on Internet of Things (IoT) and Smart Cities and Communities as well as the Chairman of the Regional Group for Africa of ITU-T SG20.​
