Q20/13 agreed to start work on three new work items on Machine Learning as proposed by the FG ML5G (see FG progress report in TD349/GEN). 

SG13 management team supported the proposal of the SG13 chairman, Leo Lehmann, to nominate Alojz Hudobivnik (Slovenia) as new WP1/13 Vice-chairman. Alojz will perform his duties as Acting WP1/13 Vice-chairman until the SG13 meeting in October. As part of his duties Mr Hudobivnik drafted the WP1/13 meeting report that was available at the end of the WP1/13 meeting, TD 403/WP1.

Framework for Networks supporting Quantum Key Distribution

The WP3/13 co-Chairman announced to the meeting that TSB received from NEC a notification of a patent that may be required to implement the draft new Recommendation ITU-T Y.3800 “Framework for Networks supporting Quantum Key Distribution". The associated statement and all required information was made available on the TSB patents information database at: www.itu.int/ITU-T/ipr/.

USA, UK and Canada asked for inclusion into the meeting report a statement about the consent of draft new Recommendation Y.3800 “Framework for Networks supporting Quantum Key Distribution" for AAP Last Call at this meeting:​

“The current draft for Y.3800 has been significantly modified during the SG13 Rapporteur Group (RG) meeting of 17-28 June 2019 as Q16/13 received five contributions in this regard.  During the meeting seven (7) new drafts were prepared as a result.  Further, on the eve of the final plenary meeting of WP3, Q16/13, participants were made aware of a patent issue in relation to this document.  In light of the above, Canada, United Kingdom, and the United States is of the view, that given the number of technical changes that Y.3800 has gone through during Q.16 deliberations at this RG meeting,  this draft Recommendation is not sufficiently mature to begin the alternative approval process and to initiate the last call.  We appreciate the willingness of all parties to improve this document but at this time, Canada (UK,US) cannot support the consent of this document in its current form at this time."


Two new work items on quantum key distribution network were approved for starting in Q16/13 (with an accompanying statement from Japan for each).​

The SG13 management team approved the establishment of an ad-hoc on next study period (NSP Ad-hoc) led by SG13 Vice-chairman, Mr Yoshinori Goto. A kick-off meeting of this Ad-hoc took place alongside the June co-located SG13 rapporteur group meetings. First meeting was co-chaired by the SG13 Chairman, Leo Lehmann and Yoshinori Goto. Slides presenting SG13 chairman's view on SG13 future are posted as TD30/SG13RGM. The ad-hoc will progress the work electronically and physically during SG13 live activities. A dedicated mailing list has been established (t17sg13nsp@lists.itu.int). It is open for self-subscription. Notes of the initial NSP meeting are available in TD42/SG13RGM.

A third SG13 technical tutorial (this time on quantum key distribution network (QKDN)) took place on 18 June 2019. Presented materials are kept in TD350/GEN.

AAP Last Call will start on 14 July 2019 for each of the consented Recommendations mentioned above.

Next meeting of SG 13 will take place from 14 to 25 October 2019 in Geneva. It will be collocated with the 5th ITU-T FG NET2030 meeting and its 5th workshop on Network 2030.
