With the expression of deep sadness we have to recognize the tremendous loss for our community. We miss a friend and great contributor to ICT and standardization development in Africa.
From November 2008 until 2016 Mr. Eng. Bugaba was elected Vice-Chairman of the ITU-T Study Group 13. During this time he also served as Rapporteur of Question 15/13 (then Q5/13) with the mission to apply networks of future and innovation in developing countries. After completing his second term of Vice Chairmanship, he continued until yesterday his role as Rapporteur of Question 5. He is also one of the major initiators for the establishment of the Study Group 13 Regional Group for Africa.
Being the Chairman of this group since its creation in 2013, Mr. Bugaba had made vital contributions to bridging the gap between developed and developing countries regarding the standardization of future networks, cloud computing and trusted network infrastructures. For his merits he was awarded an ITU-T Study Group 13 Fellow on 11 March 2019 in Victoria Falls, Zimbabwe.
He was a very active, wise and generous person, always ready to assist and support his colleagues and to make proposals for the benefit of African and developing countries. He was one of the best African ICT leaders recognized internationally.
I had the opportunity to visit Simon in Uganda twice regarding SG13 events. I will never forget his warm welcome and friendly smile. I miss a friend.
