​As recent work on extending HEVC and AVC was being finalized, VCEG (Q6/16) studied potential next-generation video coding techniques beyond the capabilities of HEVC and its current extensions.

A technical investigation in this area was conducted jointly with ISO/IEC JTC1 SC29/WG11 (MPEG) from October 2015 to October 2017 in an informal effort called the Joint Video Exploration Team (JVET). With sufficient evidence collected, it was agreed in October 2017 to create a new formal joint collaborative ​team between Q6/16 and MPEG with the same acronym but called Joint Video Experts Team (JVET).
