Contribution : Since the IANA pool is fully allocated, it seems pointless to have a consultation on this issue. ICP-2 http://www.icann.org/en/news/in-focus/global-addressing/new-rirs-criteria precludes the ITU from starting a global RIR. Please stop wasting time and monies on an issue that is out of scope for the ITU.
