As we become more reliant on information and communication technologies (ICTs), global coordination and compliance with standards are needed to facilitate interoperability and compatibility between networks and devices. Such a reliance has been accompanied by an increased proliferation of counterfeit ICT equipment and stolen mobile devices, which can lead to major socio-economic issues.

This report contains some essential information to help countries and regions establish and implement successful conformance and interoperability programmes for ICT devices, including for the Internet of Things (IoT), and techniques to combat proliferation of counterfeit ICT equipment and theft of mobile devices. It includes guidelines based on real-life case studies of ITU-D members, whose experiences and lessons learned can help reach a fully harmonized use of ICT devices and keep counterfeit and stolen devices off networks around the world.
