Opening of World Conference on International Telecommunications (WCIT-12)

Dubai, United Arab Emirates, 3 December 2012

In the name of God the Merciful ,
Dr. Hamadoun Toure, Secretary-General of the International Telecommunication Union (ITU) ,
Excellencies  and Distinguished Delegates,


Peace be upon you and God's mercy and blessings.

I would like to give this speech  on behalf of HE Mohammed bin Ahmed Al Qamzi Chairman of the Board of Telecommunications Regulatory Authority. It is a pleasure to welcome you all in the work of the World Conference of the International Telecommunication 2012 and that we all are proud as the  host Government for hosting the first time in the Middle East and specifically in the city of Dubai. The UAE has always been hosting events such as this important global conferences beginning  from hosting successfully the ITU Telecom World 2012in October and then hosting the World Telecommunication Standardization Assembly  in November which concluded  successfully last week and today we are witnessing this flagship event . We are much greatful to the ITU and all Member States to organize these three events.
 
The United Arab Emirates throughout its history is a living example of coexistence between different cultures and races and formed the ideal destination to embrace everyone, without exception. The foundations of the Union were laid by late His Highness Shaikh Zayed bin Sultan Al Nahyan, the founder of the United Arab Emirates,who  played a crucial role in resolving many issues. UAE did not hesitate to provide all forms of support at all levels to help the convergence of views between the parties concerned.
 
Dear distinguished delegates,
 
The  opening of the World Conference of International Communications coincides with the 41st anniversary of our beloved country. We celebrate this under the spirit of our father The late Shaikh Zayed bin Sultan Al Nahyan, the spirit that has established our close ties and enabled unity and solidarity and has reflected peace and love in our relations with the world. We aspire today that the same spirit of our union will facilitate the work of the World Conference of the International Telecommunications in 2012 and contribute as much as possible to play the role of a consensus between the parties in resolving the important issues for the benefit of everyone and work on the conclusion  of the final acts and appropriate decisions for the global community.
 
Ladies and Gentlemen,
 
The UAE was among the first countries in the region, which has invested extensively  in the ICT. It is the  belief of our government’s commitment to provide the best technical services in the country, and beyond that we strongly believe that the time has now come to work towards the future  understanding that the economy is now very much dependant on the ICT.. Keeping up the pace , we in the UAE establish a forum on next generation networks in order to accelerate the process of turning the telecommunications sector in the country in order to develop the information technology sector, telecommunications and improve communication systems in the United Arab Emirates and in the region in conjunction with the development and establishment of training institutes and providing hardware advanced equipment and facilities provided by information technology; and develop next-generation networks with the participation of this sector.
 
In this context and in support of the development plans for the state to support knowledge-based economy it was announced by His Highness Sheikh Mohammed bin Rashid, Vice President and Prime Minister and Ruler of Dubai  to further develop intelligent networks which will  depend on the technical skills to acquire knowledge and exchange information using fourth generation networks based on IP which represent the backbone of the initiative.

Ladies and gentlemen,
 
We are proud to host ICTexperts from around the world, to participate in the event which is the most prominent of its kind on the international calendar of events in the field of information and communication technology. This conference, which comes after a long period of its last session in 1988 in Melbourne, Australia is an essential platform for all of us to talk about how we can commit that responsibility to the people that are looking to us, whether we are governments, service providers, or industry leaders.
 
Ladies and Gentlemen,

The presence of Honourable Ministers, senior officials and decision-makers and experts telecommunications industry in the world, to discuss the conference this year and the most important telecommunications issues and prospects for deployment evolution technology, having become a vital artery for the global economy, and the way the members of society communicate and the way they make their decisions daily. And the UAE for hosting this conference confirms that the Middle East has taken its place in this century to be a contributor to the development of mankind and part of its integrated ICT system.
 
Last but not least,

I welcome you all to the land of the United Arab Emirates, in the hope that we can all find new ways to make our world better  and that the future for all members of society holds  hopes and aspirations.
 
I wish you success in the work of this conference, which we hope to aspire its decisions and recommendations to the size of the great responsibility on all of us in order to provide a decent life filled with prosperity and prosperity for our peoples.
