This Draft Recommendation ITU-T Y.frame-scc presents the framework and high-level requirements of smart cities and communities.
The SCC framework is the fundamental supporting all the work of building SCC, including: using ICTs and other means, improving infrastructure, improving quality of life, providing urban operation and services, improving economic competitiveness, ensuring environmental sustainability, and ensuring social inclusion.
Key characteristics consider: role of stakeholders, stage of building SCC, elasticity, scalability and sustainability and evaluation.
High-requirements consider: life-cycle management, regulatory aspects, security, deployment, interoperability, Service availability, reliability and quality assurance.
