Description

The World Telecommunication Development Conference 2017 stipulated five priority areas of work for ITU in the CIS region under the CIS Regional Initiatives (CIS RI). CIS RI 2 titled “Use of telecommunications/information and communication technology to ensure inclusive, equitable, quality and safe education, including the enhancement of women's knowledge of ICTs and e-government” aimed at assisting ITU Member States in utilizing ICTs to reap the benefits of the digital economy and in addressing the human and technical capacity challenges for bridging the digital divide. The planned smart education ecosystem’s telecommunication network developed in this project provided educational institutions with telecommunications and information services, such as high-speed Internet, a platform for organizing distance learning, video conferencing, IP-telephony, connecting to an electronic library of universities and educational resources, network management and monitoring.

Achievements
In this Project, ITU jointly with the KINEU aimed to create a smart education ecosystem in Kostanay. This was achieved through modernization of the existing core of KINEU telecommunications network, connection of KINEU facilities and deployment of a platform to organizing distance learning, video conferencing, IP-telephony, connection to an electronic library of universities and educational resources, network management and monitoring. Project beneficiaries included:  
1. Students living in dormitories of higher and secondary educational institutions of the city of Kostanay – who benefit from improved connectivity and the use of smart education ecosystem;
2. Employees of educational institutions – who benefit from the use of smart education ecosystem;
3. Individuals and legal entities living or operating in the immediate vicinity of users’ locations – who benefit from the use of smart education ecosystem.

Through this project ITU and KINEU have created a new instrument to speed up the adoption of digital technologies in one of the remote regions of Kazakhstan. 600 individuals have benefited directly from the project and got access to connectivity and trainings varying from basic digital literacy and child online protection to more advanced subjects such as AI, robotics and startups. 
This Smart Hub is sustainable and can serve the ITU as a point of presence to implement further projects and activities in Kazakhstan. For example, the Smart Hub is already engaged in Giga FCDO project in the country.
