Title Building capacity of harnessing ICTs for disempowered/marginalised communities in Sri Lanka
Description This project, which is a sub-project of the project "MCT project for Special Initiative", is aimed to create a public awareness programme and fundraising activities to help these marginalized communities living / working villages, schools and Vocational Training Centers through equipping the special schools, MCTs and villages with basic sets of ICT equipment and facilities including Braille printers and other specific technologies to enhance accessibility. The ultimate goal of this project is that through harnessing the power of ICTs, people with disabilities should be empowered to live and work with confidence and are ensured for their security and acceptance in the societies.

Achievements

Upon request from Telecommunications Regulatory Commission of Sri Lanka (TRCSL) Sri Lanka, ITU received a proposal from a Youth Forum Alumini to undertake project for connecting schools in Southern Province of Sri Lanka. The ITU funded 25 PCs , Printers and UPS with the value of Rs. 2,700,000/= to 25 schools located in the Akuressa Education Zone, Matara District. Computer Tables and Chairs were donated by the S L S Development Foundation and the Kamburupitiya Kodithuwakku Development Foundation. Two Licensed operators, Mobitel (Pvt) Ltd and Dialog Axiata had undertaken to supply Internet facilities for the schools at concessionary rates. With the assistance of the Ministry of Education and Intel EM Limited Sri Lanka, an ICT Teachers “Intel Teach” training programme was conducted.

Main Achievements
i. 4P (Public Private People’s Partnership) model was used for this pilot project to connect schools and the communities in rural areas.
ii. Successfully organized a training programme for the teachers of these schools.
iii. Contribution from PSTN operators to provide Internet connectivity.
iv. Involvement of private sector / NGO and providing ownership to the schools / parents of school children;
v. Creating awareness, developing applications and involving communities for uptake.
vi. Country wide expansion connecting all 25 districts was undertaken in the following phase in 2012/13.
