Title Roadmap for Transition from Analogue to Digital Terrestrial Television Broadcasting and Mobile Television in Asia and the Pacific
Description The television industry has undergone dramatic transformation over the 80 years since mechanical television first appeared on the scene. The most striking changes were: switching from mechanical television to electronic television; and from black and white to colour. Other innovations that had significant bearing on the television sector are Video Cassette Recorder (VCR), remote control and teletext, to name a few.
The television industry currently is on the cusp of another major transition that will have far reaching implications: the migration from traditional analogue TV to Digital Terrestrial Broadcasting (DTB) and Mobile TV (MTV).
Analogue TV is on the verge of obsolescence in most developed countries. Most developing and least developed countries, however are in early stages of this significant technology transition. Many countries requiere technical support to develop their plans for such transition. WTDC-06 considered this matter and included digital conversion in DAP Programme 2. Developing countries raised the issue of back-up support in many ITU fora including ITU-D Regional Preparatory meetings for ASP, AFR and AMS. DTB&MTV have been identified as high priority issues for theses regions to be considered by WTDC-2010.
Considering the above and in order to facilitate the transition from Analogue to Digital developing and least developed countries, ITU in close collaboration with Korean Government intends to implement a project on DBT&MTV in the Asia-Pacific Region. Under this project the following outputs will be delivered:
-Policy and regulatory framework for DTB including MTV through adaptation of comprehensive guideline developed by BDT for the transition from analogue to digital broadcasting;
-Digital Broadcasting Master Plan for transition from analogue to digital broadcasting including Mobile TV for selected countries;
-Enhanced skills of concerned experts on the Digital Broadcasting Master Plan for the transition and technologies including interactive multimedia services and IPTV;
-Appropriate mechanisms for conversion from analogue to digital archives.

Achievements

A project jointly funded by the Korean government and the ITU ICT Development Fund has assisted member countries in the transition from Analogue to Digital Broadcasting. The project was successfully implemented in the Asia-Pacific Region providing roadmaps for policy and regulatory framework of the transition from analogue to digital terrestrial broadcasting (DTTB) including mobile TV (MTV) through adaptation of comprehensive guidelines developed by BDT. In this regard, Cambodia, Mongolia, Nepal, Sri Lanka and Tonga were provided country roadmap reports.
