Description

While supporting and promoting children’s rights, the online environment may expose children to risks and harms online and offline. And with more and more children coming online for the first time, the wider and more easily available access to the Internet and mobile technologies raises also significant challenges to online and offline safety, ranging from threats to personal data and privacy, to harassment and cyber bullying, harmful online content, grooming for sexual purposes, sexual abuse, and exploitation. 

The global challenge of child online protection (COP) requires a global response, international cooperation, and national coordination, to reduce the risks of the digital revolution and build confidence in the use of ICTs. 


The National Cybersecurity Authority (NCA) of the Kingdom of the Saudi Arabia commits to provide financial support to the International Telecommunication Union (ITU) to enter into a strategic partnership and launch a unique and comprehensive global programme on "Creating a Safe and Prosperous Cyberspace for Children". Such support will be used to provide technical assistance to developing countries on child online protection and develop countries' capacity. It is envisioned that the outcome of such technical assistance by ITU will be conducive to increased international coordination between the ITU Member States on Child Online Protection. 

A global programme covering implementation of the new 2020 COP Guidelines through cyber skills development and policy support on child online protection. In order to monitor progress in the field, an annual global summit will be launched within the programme.

Achievements
Dissemination and Localization of COP Guidelines: 
- Translation of the COP Guidelines and related resources into national languages. 
- Development and support of awareness campaigns on the COP guidelines in national languages. 
- Organization and delivery of in-person and online trainings in national languages by third parties, providing technical assistance to local stakeholders. 

Comprehensive Training Programs: 
- Development of adaptable face-to-face and online training sessions for children and young people to engage them in consultation and co-creation of COP related processes. 
- Implementation of "Train-the-Trainers" programs to enable parents, guardians, educators, and ICT professionals to access safety digital skills tools through innovative platforms based on translated content. 
- Roll-out and monitoring and evaluation of the training programs. 

Development and Support of Digital Tools: 
- Research and development of an open-source game for children under 13 and a mobile app for children under 18 based on the COP Guidelines, featuring Sango, the child online protection mascot. 

Adoption of National Frameworks: 
- Support for the development of draft national frameworks or identification of priority components within a national framework for Child Online Protection based on a review of existing frameworks, policies, and regulations. 
- Consultations with international experts to harmonize national frameworks. 
- Monitoring and evaluation per strategy development. 
- Development of 10 global principles on COP, extending and considering existing frameworks.
