Title Capacity development for digital transformation
Description

The overall objective of this project is to enhance the capacity of government officials who are engaged in digital transformation efforts worldwide. Through its human-centric approach, the project will strengthen the capacity of policymakers in charge of designing the right policies and strategies to lead their countries through the digital transformation, staff in national regulatory authorities as well as staff representing national delegations (diplomats), through engaging in relevant assessments, training delivery, and further targeted engagements based on needs. The project will strengthen their abilities to support a human-centric digital transformation that is based on openness, inclusion, equality, sustainability, resilience, as well as ensures the protection and promotion of human rights. It also aims to strengthen the digital capacities of professionals in other sectors, including regional telecommunication organisations (e.g. African Telecommunication Union) and non-governmental entities, which increasingly require employees with digital competencies, through acquiring new skills (reskilling) and improving existing skills (upskilling). This will impact on the overall economic and social development of beneficiary countries and ensure their successful digital transition.

The project will also contribute to building and strengthening professional networks and communities among the beneficiaries - policy makers and government officials from across the world. It will bring them together in both virtual and physical classrooms, where they can exchange best practices, share cross-border experiences, and learn from each other. This will contribute to their professional knowledge creation and allow them to obtain a broader vision on how to tackle the challenges related to digital transformation.

Achievements
Training Needs Identification and Assessment: A comprehensive training needs assessment will be conducted, utilizing questionnaires sent to government focal points to identify gaps, demand for new and customized content, and training requirements, culminating in detailed reports on findings. 

Enhancement of Beneficiary Skills and Capacities: Training will be delivered across various digital transformation topics to at least 20 developing countries' government officials, utilizing a blend of face-to-face, online instructor-led, self-paced, and summer schools methods, ensuring a broad impact on digital governance capabilities. 

Availability of Training Materials: Leveraging existing ITU, UNDP, and partner materials, along with the development of new content for specific topics lacking resources, ensuring comprehensive coverage of digital transformation subjects. 

Strengthening of the ITU Academy Platform: The ITU Academy e-learning platform will undergo enhancements to better serve policymakers' learning needs, including upgrades to content and learning management systems, integration of performance tracking, and improvements in accessibility and user experience.
