Description

The Technical Assistance and Training to Uganda on National ICT Development Strategy project aims to support the development of the ICT sector in Uganda, contribute to its economic development and the reduction of poverty, while providing support to poverty alleviation activities in various forms. The project is framed under the Digital Uganda Vision framework and is designed in line with Uganda’s Digital Transformation Programme in the Third National Development Plan (NDPIII).


As such, applying a three-pronged approach focused on the development of recommendations, capacity development and the implementation of pilot projects, the project will contribute to towards the implementation of a digitally empowered society and knowledge economy and to transform Uganda into a digitally enabled society that is innovative, productive, and competitive. 

Through its interventions, the project further seeks to assist in the development of Internet connectivity in the country and the resilience of such networks, and boost related opportunities to contribute to sustainable social policy and regulatory environment and to contribute to making ICT services affordable and accessible for all Ugandans.

Achievements
In line with NDPIII and DUV (Digital Uganda Vision) framework, project 9UGA21008 lays a foundation for ICT policy and planning with a focus promoting the integration of ICT with other vertical industries in Uganda and driving the digital transformation of trade, government, education, health and other areas, and promoting employment and sustainable development. This will be delivered under the following three components:

1. Review of national ICT development policy and strategy: the project will provide technical assistance to Uganda on ICT policy and development strategies, which include formulation of eight (8) sets of recommendations aligned to the infrastructure & connectivity; digital services; and innovation & entrepreneurship pillars of the DUV.
2. Strengthened institutional and human capacity for policy makers, industry and key stakeholders to enable and facilitate digital transformation: this component aims to improve the policymaking and implementation capacity of government and affiliated agencies, strengthen skills for local ICT industry and the population at large to drive the country’s digital transformation agenda. 
3. Implementation and piloting project: the project shall draw out implementation plans to entail, among others, the institutional, human and financial requirements needed for each of the policy recommendations defined in (1). This component also entails the design and implementation of pilot projects, use cases and services such as partnership platforms to inform the policy recommendation and scaling of the capacity development programs.
