Quanzhou Municipality “Smart City” Plan (2014-2020) is forward-looking and operable, capable of guiding the advance of “Smart Quanzhou” construction in a scientific and orderly manner. And it also can effectively escalate E-government level of urban administration of the city. The plan follows the guideline of “coordination, sharing, integration and innovation” and in accordance with the methods of “taking the easiest and the most urgent first, and intensively conducting integration, demonstration and promotion”, with priorities being given to projects that cross sectors and have implications on employment and major livelihood issues. Thus, a construction path with strong operability is developed.
