Every four years, the World Telecommunication Development Conference assigns to
each of the two ITU-D Study Groups (the first one on regulatory and financial
matters and the second one on more technical matters) the study of certain
Questions of importance for the developing countries in the field of
telecommunications.
Each Question has a Rapporteur's Group charged to write at the end of the study
period a final report, best practice guidelines, draft recommendations, etc.
As the work of the Study Groups is contribution driven, the material that the
Rapporteur's Groups use for their work is provided by the Member States and
Sector Members.
For some of the Questions, the Rapporteur's Group decided that the most useful
way to have information from the membership was through a Questionnaire. The
collected data is stored in databases for easy retrieval.
