Question 6/5 - Bonding configurations and earthing of telecommunication systems in the global environment
(Continuation of Question 6/5)

Motivation 

In recent years, modern society has experienced a high and steady growth of dependency on telecommunications. In this context, the reliability of telecommunication services has become an issue of high priority. Bonding and earthing of electronic equipment inside telecommunications buildings and customer premises is one way to achieve this reliability. 

Furthermore the evolution of the power architecture of present and future Telecom and Datacom systems leads to the need to study the impact of the new power architecture, operated by direct voltage current (DC) or rectified current sources, on the bonding and earthing of the equipment.
The following Recommendations and Handbook, in force at the time of approval of this Question, fall under its responsibility: 
K.27, K.31, K.35, and “Earthing and Bonding Handbook”. 

Question

The purpose of this question is to produce new recommendations and to revise the existing ones regarding the bonding configurations and earthing of electronic equipment inside telecommunication buildings and customer premises as well as remote electronic sites.
Study items to be considered include, but are not limited to:

a) Bonding between buildings (or systems within the same building), with different earthing and power feeding conditions, and safety requirements (building can be a data centre and customer’s building);
b) Shielding and bonding requirements for short links (telecom and power cables) between two buildings.
c) Installation requirements for equipment connected to antennas mounted on the building; 
d) Guideline for earthing and power feeding systems in co-located environment;
e) Protection of customers equipment from lightning strikes, related to the provision of a telecommunication service provided via network cables, (symmetric and coaxial pair and by Wireless Local Loop, WLL). The results of this study may require amendment of K.pcp;
f) Maintenance methods of bonding configurations and earthing.

Tasks

Tasks include, but are not limited to:

a) Finalization of draft new Recommendation K.pcp “Protection of Costumer Premises from overvoltages”;
b) Maintenance and enhancement of existing Recommendations K.27, K.31 and K.35 with better linkage and coordination between these recommendations and other recommendations within the K-series;
c) Maintenance and enhancement of "Earthing & Bonding Handbook";
d) New Recommendations (e.g. Bonding between buildings under different earthing and power feeding conditions).
