ITU-T Study Group 16 (Study Period 2005-2008)
Question 20/16 - Mediacom
(Continuation of Question A/16)
  1. Motivation

    Noting that:
    • global standards and harmonized regulatory frameworks are essential to allow a worldwide access to the Information Society, and that consistent multimedia systems and services are part of the core in this Information revolution;
    • the rapid development of new services and systems increases the possibility of confusion amongst users, in particular the fact that in general services are evolving faster than the underlying infrastructure;
    • the trend towards IP-based platform to support MM-services and the interworking with legacy networks (PSTN, ISDN, etc.) addressed under the Next Generation Network concept (NGN);
    • the present convergence trends (e.g. fix/mobile, telecommunication/broadcasting) are bringing further potential overlaps in standardization work and, as a consequence, introduce the need for costly and complex devices like gateways to maintain end-to-end interoperability;
    • many standards development organizations (SDOs) and industry forums are developing multimedia standards;
    • it is necessary to develop a standards framework for multimedia applications, services and systems.

    SG 16 has established the Mediacom Project to create a framework for the harmonized and coordinated development of multimedia communication standardization for use across all ITU-T and ITU-R Study Groups, and in close cooperation with other regional and international SDOs and industry forums.

    The objective of this Question is to manage the development and progress of this project.

    The technical studies will be addressed in the relevant Questions of SG 16 as well as in the Questions of the other specialised Study Groups.


  2. Study Items

    • Development and updating of the Mediacom Project framework and associated documentation.
    • Development and maintenance of a database (web-based) of existing and planned multimedia standards. This includes standards developed by ITU-T and ITU-R, and also those developed by other SDO and industry forums.
    • Development and maintenance of an Issue List related to multimedia standards and a corresponding roadmap which will aim to identify standardization issues of concern to ITU-T members e.g. areas of overlapping standardization activity or areas where some standardization activity is required.
    • Development and maintenance of a multimedia glossary and acronym list.


  3. Tasks

    Tasks include, but are not limited to:
    • Develop and update a MM-Services and applications standardisation roadmap through an appropriate communication process among all interested parties, including the organisation of workshops on dedicated standardisation issues.
    • Define and implement a management structure including a Multimedia Standards Steering Committee involving all interested organizations.
    • Document and agree the processes for coordination.
    • Using the coordination processes, including the Steering Committee, negotiate with the relevant bodies to ensure that overlapping efforts are avoided, all required standards are being addressed, and the need for devices (e.g. gateways) to ensure end-to-end interoperability is minimized.
