Competition for a new objective speech quality assessment solution open until September 30, 1999
A new Recommendation for objective assessment of telephone-band (300 – 3400 Hz) speech quality is currently being developed within ITU-T Study Group 12. This Recommendation will fill an urgent industry need by providing a world-standard measurement technique to assess the quality of speech signals without requiring expensive and time-consuming subjective tests. Speech quality impairments that will be taken into account include:
  • low bit rate coding
  • transmission channel errors and packet loss
  • fixed and variable delay
  • environmental and circuit noise.

The new Recommendation, expected to be completed in 2000, will extend the range of application of the current assessment methodology recommended in ITU-T Rec. P.861, "Objective quality measurement of telephone-band (300 – 3400 Hz) speech codecs", and find widespread application in PSTN, ISDN, IP and mobile networks.

Members of the International Telecommunications Union are invited to provide candidate objective speech quality assessment solutions for evaluation, and to participate in the definition of the new Recommendation. A letter of indication has to be sent to the ITU Telecommunications Standardisation Bureau (TSB) or to the Rapporteur of Study Question 13/12, "Objective measurement of speech quality under conditions of non-linear processing" by September 30, 1999.
