تقر التوصية ITU-T D.50 بالحقوق السيادية لكل دولة في تنظيم اتصالاتها. وتوصي بأن تقوم الإدارات المشاركة في توفير توصيلات دولية للإنترنت بالتفاوض والاتفاق على ترتيبات تجارية ثنائية تمكّن من توفير توصيلات دولية مباشرة للإنترنت وتراعي احتمال الحاجة إلى اللجوء إلى التعويضات فيما بينها من أجل قيمة عناصر مثل تدفق الحركة وعدد المسارات والتغطية الجغرافية وتكلفة الإرسال الدولي، وذلك ضمن عناصر أخرى. |
