Cette Recommandation propose une description du système de responsabilité élargie du producteur (REP) concernant le traitement des déchets d'équipements électriques et électroniques. Elle décrit en détail les différentes formes existantes de REP au niveau mondial, non seulement d'un point de vue théorique, mais également d'un point de vue pratique en termes de faisabilité, de défis et de conditions préalables. Elle donne la définition du système de REP, décrit les rôles et responsabilités des différentes parties prenantes, présente les différents types de REP et indique comment et pourquoi on peut les utiliser dans certains contextes et non dans d'autres. Le mécanisme de financement dans chaque cas et la structure organisationnelle censée être mise en place sont également décrits. Enfin, la Recommandation présente un grand nombre de bonnes pratiques émanant du monde entier, à savoir de pays développés, de pays en développement et de pays émergents, ainsi que les problèmes rencontrés dans certains cas. |
