ITU-T Y. 4469建议书阐明智慧家庭物联网设备的多余计算能力暴露（SCCE），并提供SCCE的特性和参考架构。此外，该建议书还提供通用程序和若干使用案例来说明SCCE的概念和参考架构。
SCCE是智慧家庭中的一个功能实体，可促进物联网应用在智慧家庭情形中充分利用物联网设备的多余计算能力。SCCE收集物联网设备展示的多余计算能力，并将其提供给物联网应用。利用SCCE，物联网设备的多余计算能力可被物联网应用而不是云使用，以降低对云计算和网络资源的需求。
