为实现《巴黎协定》的目标，电信运营商和其他行业一样，需要制定减排目标，以实现ITU-T L.1470建议书提出的净零标准。对于网络流量增加的情况，本建议书定义了一个关键性能指标（KPI ）用于评估网络排放，并给出了网络如何减少因能源使用而产生排放的指标。ITU-T L.1333建议书定义了一个KPI，称为网络碳强度能量（NCIe）；并还确定了如何应用此建议书：覆盖网络的哪一部分，以及如何在网络演进中连续计算度量值。本建议书还定义了碳强度指标和能效指标之间的相关性。本建议书定义的碳KPI是指ITU-T L.1331建议书中定义的能效指标。
