ITU-T L.1023建议书概述了信息通信技术产品循环评分的评估方法。
评估方法包括三个步骤：
1) 为手头的信息通信技术产品设定循环产品设计（CCPD）各项标准的相关性和适用性（R）。
2) 评估每项标准的改进幅度（MI）。
3) 计算所有三个循环设计指导组（CDGG）的现有信息通信技术产品的循环分数（分数），从0到100%。这包括：
– 使用预定义的值矩阵确定R×MI每个组合0到100的百分比得分。
– 分别对三组现有信息通信技术产品的标准取平均值：产品耐用性、回收能力、维修能力、再利用能力以及在设备和制造商层面进行升级的能力。
