电信计账卡由运营机构（OA）发行，客户可以使用与这类卡相关的各种国际业务，每次交易支付适当的费用，费用计在客户在OA发行该计账卡所在国家的账户上。OA遵照本建议发行的卡符合相关的ISO标准。
本建议书曾被修改，以便在独特形式的因素要求采用这些可选方案时，对IC卡采用其它针对应用的标准。
