新附录D（G.729.1附录C DTX/CNG的参考浮点实现）及对正文和附件B的更正

修正5提出新的附件D提出了一种替代实施方法，使用附件C的不连续传输（DTX）浮点算法和舒适噪声生成（采用固定点算法）技术。除该新附件外，ITU-T G.729.1建议书修正5还包括G.729.1 C源代码为其正文和附件B所确定缺陷的修改方式，同时还提供了一系列经修订的测试矢量。纠正对ITU-T G.729.1建议书的主要正文和附件B中的现有C代码（版本1.3）做出了必要更正。经过纠正的C代码的编号为版本1.4。为了使内容更加完整，该修正案的电子附件包含：1) G.729.1主要正文和附件B中完整的ANSI C源代码（版本1.4），包括经更新的测试矢量。2) G.729.1附件D的浮点DTX/CNG ANSI C源代码（版本1.4）。
