Innovations for Digital Inclusion
ITU-T Kaleidoscope event, Mar del Plata, Argentina, 31 Aug - 1 Sep 2009

Innovations for Digital Inclusion is the second in a series of peer-reviewed academic conferences that aims at increasing the dialogue between experts working on the standardization of information and communications technologies (ICT) and academia. By viewing technologies through a “Kaleidoscope”, these forward looking events also seek to identify new topics for standardization.

Kaleidoscope-2009 analyzed technologies, services and applications five years and beyond that will capitalize on NGN infrastructure and promote digital inclusion. The event covered multidisciplinary aspects, including regulatory and societal challenges as well as analysis of standardization needed.

Innovative technologies will help bring the benefits of ICTs to all segments of the population, in particular those in underserved communities and developing countries. The event promoted research that supports innovation in ICTs toward universal, sustainable, ubiquitous and affordable access by all. A prize fund totalling $10,000 was awarded to the four best papers, please see below.

Second best paper (ex aequo): Quality of Service management for ISP: A model and implementation methodology based on ITU-T Rec.802 framework, Eva Ibarrola (University of the Basque Country, Spain - video testimonial); Jin Xiao (University of Waterloo, Canada); Fidel Liberal, Armando Ferro (University of the Basque Country, Spain)

Second best paper (ex aequo): Discrimination in NGN service markets: Opportunity or barrier to digital inclusion?, Fernando Beltran (University of Auckland, New Zealand); Lina Gomez (Centro de Investigacion de las Telecomunicaciones, Colombia)
