Justification for the specific reference:
The Recommendations Z.119 is specifically for writing UML profiles for ITU languages. A UML profile constrains and extends UML as defined in Unified Modeling Language: Superstructure to apply to a particular notation and for use in a particular domain. The Z.119 Recommendation provides information on how to apply profiles for ITU Languages and the reference to Unified Modeling Language: Superstructure, version 2.0 (or its successor) is essential in both Z.119 and in Recommendaations (such as Z.109 - revised) that apply Z.119

Other useful information describing the "Quality" of the document:
Versions of Unified Modeling Language has been widely used both inside the Telelcommunications industry and elsewhere, and is used in other ITU Recommendations. An earlier version (UML 1.4) has been standardized by ISO, but version 2.0 improves on this version and in particular has incorporated features From from ITU languages such as MSC and SDL. However, it is necessary to profile UML 2.0 to make it applicable to telecommunications applications, because the base UML 2.0 leaves several features open for domain specific variation including notation and behaviour issues. UML 2.0 provides a number of features and notations for different purposes, so that there are a number of choices, some of which are not appropriate in the context where an ITU language (such as SDL) is used.
