Name: Standard, 4.0
Title: The Unicode Consortium, The Unicode Standard, Version 4.0.
2. Status of approval:
This is a Unicode Consortium Standard Published in 2000 with update 4.0 published in 2003.
3. Justification for the specific reference:
The characters (and their encodings) defined by the above reference are identical to those defined by ISO/IEC 10646-1, but the above reference is included because it also specifies properties of characters which may be of use in ASN.1 applications and defines the character encoding scheme UTF-16BE whose use is essential for this Rec.
4. Current information, if any, about IPR issues:
No Issues.
5. Other useful information describing the "Quality" of the document:
The first version of The Unicode Standard was published in October 1991, and has been widely used specifying character sets and properties for across multiple international languages. Conformance requirements are clear, and the specification is readily and widely available.

The document is considered stable and provides a complete description of The Unicode Standard.
