3. Justification for the specific reference:
This specification has been developed by the IEEE and is used by the ITU-T without change. G.8261/Y.1361 defines timing aspects in packet networks, with particular focus on Ethernet networks. IEEE 802.1Q specifies the VLAN bridging aspects for Ethernet networks.
