This Recommendation describes design methods for soft error mitigation measures for the equipment that composes carrier telecommunications networks. First, we describe basic configurations and development procedures for telecommunication equipment from the perspective of mitigation measures for soft errors. Next, we define service quality, maintenance quality, and alert quality as quality requirements of the soft error rate. We then describe the methods for deriving the locations that require soft error mitigation in order to meet the aforementioned quality requirements by estimating the occurrence rate of soft errors based upon the devices used and the equipment configuration deployed when designing telecommunication equipment. In addition to showing the methods for designing mitigation measures against soft errors and their effectiveness, we also describe the main points of concern in the design of soft error measures. Finally, we describe the quality evaluation methods for soft errors in theoretical cases and actual equipment in order to confirm the validity of the designs in use to mitigate soft errors, as well as their compatibility with quality requirements.
