Summary: In the ICT sector mobile phones are especially targeted by counterfeiters. In the mobile phone sector today, there are a number of systems based on unique mobile device identifiers registration, which are implemented by individual administrations and regulatory authorities to identify genuine and legally imported mobile terminals. In other ICT sectors, such mechanisms may not exist due to the nature of the products and structure of the industries. At present, the available solutions in some countries are based on blocking the mobile phones with invalid IMEI numbers on their networks, blocking the use of equipment that is not type approved by the regulator, or blocking the illegal import of these devices, or by performing other actions on consumer awareness, enforcement measures and appropriate legislation changes at the national level. In addition to anti-counterfeiting tasks, these technical solutions may be intended to ensure the import of mobile devices of lawful origin and that are certified in conformity with national regulatory framework, combat against the mobile phone theft, address the negative impacts to users and operators etc. Some of these solutions were initially intended to ensure that mobile devices were imported in accordance with legal procedures (i.e. that they were not contraband) and were subsequently assessed to be useful to give confidence that the devices were not counterfeit. These solutions also share many characteristics with initiatives that were specifically designed to address the problem of counterfeiting, such as being based on the authentication of a unique identifier. It is recognized that, in general, telecommunication/ICT devices that do not comply with a country's applicable national conformity processes and regulatory requirements or other applicable legal requirements, are considered unauthorized for sale and/or activation on telecommunication networks of that country. Even though some countries have deployed successful solutions relying on unique mobile device identifiers; others, especially developing countries, still face significant challenges in finding effective solutions to combat the use of mobile devices of illegal origin. This technical report aims to share information, experiences and technical and regulatory best practices on use of anti-counterfeiting technical solutions relying on unique mobile and persistent device identifiers.
