Summary: In order to facilitate collaboration among ITU members of the African region and support the local markets, this technical report aims to harmonize common requirements and guidelines for African Region to assess conformity of ICT devices in order to assist in the combat counterfeit ICT devices. It is observed that care should be taken to harmonized conformity assessment technical requirements that will facilitates trade rather than introduce Technical Barriers to Trade (TBT) for legitimate business owners with compliant genuine products. To effectively tackle counterfeited or substandard ICT devices, a lot of approaches are required. Conformity assessment was identified in ITU-T Q.5050 Recommendation and TR-Counterfeit report as an approach that can assist in combating distribution of counterfeited or substandard ICT devices. Conformity assessment schemes, if structured can provide technical support for market surveillance. It was noted in various reports that the developing countries lack the facilities and technologies to assist in combating counterfeit ICT devices. It is envisaged that if the developing countries would harmonize requirements for conformity assessment in their region, their efforts would contribute to combating counterfeit strategies and it may support each other. This document can facilitate Mutual Recognition Arrangements in this domain in Africa, protect local markets against the proliferation of counterfeit ICT equipment and promote collaboration within the region.
