Summary: With the development of ICT technology and the promotion of digital transformation of the industries, more and more digital resources and activities are carried on the ICT infrastructure of giant service providers and network providers, leading to continually increasing regarding user-centric/entity-centric requirements. On one hand, the user keeps concerning to the ownership, control and usage of the sensitive data online, which may include the private data, credential information, activity information, configuration information and so on. And on the other hand, the user also keeps pursuing the transportable assets and credentials in digital manner crossing multiple application ecosystems according to the same identity. Furthermore, the identity of a user or entity could be endorsed on specific features, ownership, capabilities and so on, by any other user/entity leveraging the verifiable credentials. Thus, it is necessary for the user or entity to create, control and manage its identity and related data independent of any specific identity provider or third party. According to Recommendation ITU-T Y.3081, the self-controlled identity (SCid) is defined as an identity created, controlled and managed in a decentralized manner by the entity itself. The Recommendation ITU-T Y.3081 specifies the high-level framework, requirements and capability requirements of self-controlled identity based on blockchain. However, the crucial functional architecture and related reference points of SCid are not included in the ITU-T Y.3081 and have not been studied. The proposed new work item aims to study the functional architecture of SCid based on blockchain, which includes the functional requirements, reference points and basic operational procedures.
