Summary: The rapid global proliferation of telecommunications installations has raised concerns in some countries about radiofrequency electromagnetic fields (RF-EMF) and their potential impact on human health. Lack of awareness has led to public concerns and misconceptions regarding RF-EMF exposure. Some national ICT authorities and regulators conduct RF-EMF assessments (including theoretical analysis or calculations) to evaluate compliance with regulations and provide factual information to the public. Some administrations face challenges due to a lack of capacity in adopting appropriate methodologies. The ITU-T and IEC have developed recommendations/supplements and standards/technical reports to guide assessments of RF-EMF compliance zones or environmental levels, which countries are currently applying. Additionally, the WHO has developed guidance on effective EMF risk communication. This proposed new Supplement will: Provide comprehensive guidance to member countries on conducting RF-EMF assessments using ITU-T recommendations/supplements and IEC standards/technical reports, Establish a guidance framework for harmonized methodologies to conduct RF-EMF assessments (measurements or calculations), Establish a template for harmonized collection of the results of RF-EMF assessments to allow comparability between countries and analysis by the scientific community, Promote mutual recognition and awareness of the results of RF-EMF assessments for comparability between different countries and regions, Encourage public availability of the results of RF-EMF assessments for analysis by the scientific community (including WHO), Provide guidance on addressing public concerns and misconceptions related to RF-EMF exposure from telecommunications installations (excluding concerns related to other matters such as user-equipment and privacy), Provide best practices, tools and minimum specifications, on methods to assess human exposure to RF-EMF, Encourage contributions of the results of RF-EMF assessments to ITU-T Q3/5 for consideration of potential future ITU actions.
