Summary: In the rapidly evolving digital economy, digital watermarking technology emerges as a crucial field, addressing the growing concerns of digital content piracy and authenticity verification. This technology, especially in its invisible form, is instrumental in protecting digital copyrights and proving the authenticity of various digital media, including images, videos, audio, and documents. However, the technology faces significant challenges. The prevalence of new forms of attacks and interferences, such as sophisticated image editing tools and unauthorized information leakage, has made watermark extraction increasingly difficult. Moreover, the emergence of novel digital contents like generative AI poses new application demands, necessitating the advancement of watermarking techniques to accommodate real-time requirements and ensure robust security. Recognizing these challenges, the proposed standard aims to guide organizations in the effective implementation of digital watermarking technology. It focuses on enhancing the technology's usability, reliability, and trustworthiness by outlining unified objectives, processes, and algorithm selections. The scope encompasses expanding the usage of watermarking in new digital content, improving security and robustness against emerging threats, and providing guidelines for common watermark algorithms and application scenarios, including live video streaming and data leakage tracking. This Recommendation offers a comprehensive framework for digital watermarking technology, addressing current and future needs in safeguarding digital content, ensuring its relevance and efficacy in today's digital landscape.
