Summary:

A blockchain as a service (BaaS) usually includes BaaS consumers, providers and developers. A BaaS platform performs functionalities of a given BaaS, which provides and manages relevant resources and functions to support BaaS consumers to create and operate blockchain networks, and to support BaaS developers to develop blockchain applications [ITU-T Y.3530]. If limited in a single BaaS platform, the blockchain networks and blockchain applications will be established on and access to the resources and functions on this single BaaS platform.
Traditionally, as for a blockchain network, the operators of the nodes may be from different stakeholders, and may use their proprietary resources to create and operate their nodes respectively. Their proprietary resources may be provided and managed by different BaaS platforms. If using different BaaS platforms to create nodes and add the nodes into a same blockchain network, those BaaS platforms should exchange necessary related information, securely and reliably, such as genesis block, organization information, existed block information, security-related information, etc.
This draft new Recommendation introduces a blockchain-enabled collaboration service for multiple BaaS platforms, with which the BaaS platforms exchange information to support the BaaS customers to create and operate blockchain networks across BaaS platforms and to support the BaaS developer to develop blockchain applications, securely and reliably. This draft new Recommendation identifies relevant security risks and threats, provides security requirements and framework and relevant security capabilities of the collaboration service.
