Summary: Various walking assistance facilities are installed on pedestrian paths throughout the city to help persons with disabilities walk. For example, wheelchair ramps are installed on stairs where wheelchairs are difficult to move for those with physical disabilities who use wheelchairs. Moreover, braille blocks for those with visual disabilities are installed on pedestrian roads, and sound signals that inform the change of traffic lights through audio signals are installed at crossings. These diverse facilities support the independent mobility of persons with disabilities. However, their usage and management are often hindered by the harsh conditions in which they are installed. The challenges range from incorrect installations that render the facilities unusable to accidents that lead to breakages and even instances where the facilities, though present, are underutilised due to a lack of promotion. For persons with disabilities, even a single problem on their walking path can make the entire journey impossible. This underscores the critical importance of the control and management of these facilities. Ensuring independent mobility is not just a matter of convenience, but a fundamental right that we must strive to protect. This Recommendation provides the requirements and capabilities of a digital twin for pedestrian accessibility facilities for persons with disabilities, which supports controlling and managing pedestrian assistance facilities for persons with disabilities installed on pedestrian roads, providing appropriate information to users, and assisting in maintenance and management.
