Summary: DLT is considered as an important technology to realize FMSC network in a decentralized, trustworthy and efficient way. Deploying DLT in FMSC network is able to manage various network entities and enable efficient coordination in a decentralized way via transparent, tamper-proof, distributed stored ledgers. Network entities could operate management functions by querying and validating information recording on DLT through any DLT nodes, which dramatically releases the burden of communication overhead. Additionally, the decentralized nature of DLT aligns with the distributed structure of FMSC networks. On one hand, DLT can handle the large-scale operations required by FMSC networks, accommodating numerous nodes and extensive data exchanges efficiently. On the other hand, in FMSC network, satellites with wide coverage capabilities and inherent multi/broadcast properties can facilitate transmitting consensus results among participants, which further enhance the feasibility of deploying DLT in FMSC network. ITU-T Y.FMSC-DLT specifies the scenarios, requirements, framework, and typical use cases of DLT for FMSC in the context of IMT-2020 networks and beyond. Based on this, it is proposed to initiate a new Technical Report to provide the functional architecture for DLT-enhanced FMSC network in IMT-2020 networks and beyond by specifying overview, potential functional components, and potential procedures of DLT-enhanced FMSC network.
