Summary: Chemical Industrial Parks (CIPs) are specialized zones which contains a diverse range of chemical factories. Leveraging exceptional infrastructure and shared services within the parks, CIPs aim to streamline operations and facilitate efficient business operations within the chemical sector. This management style means to enhance energy and resource efficiency, environmental performance, and economic competitiveness. However, as a high concentration of those hazards in a limited space, CIPs may cause a chain reaction in the event of an accident. Once an accident happens, it may result in large scale loss of life and property. Thus, emergency response in CIPs requires more proactive measures to prevent accidents. This document focuses on establishing a set of comprehensive application requirements designed to mitigate risks and strengthen emergency response capabilities within CIPs. It details overview of emergency response in CIPs, requirements of metaverse-based emergency response in CIPs, and framework of metaverse-based emergency response in CIPs. It provides guidance to improve situational awareness, response times, and overall safety through more dynamic and interactive emergency response.
