Session 1 - Télécom Sans Frontières

Abstract
Télécoms sans Frontières is specialised in emergency telecommunications. Our permanent monitoring centre
allows our teams, as soon as there is news of a conflict or a disaster, to intervene anywhere in the world
in less than 48h and set up, in only a matter of minutes, an operational telecommunications' centre at the
site of the event. We place this equipment at the disposal of the relief operations for an improved coordination
of their action and we offer communications to the survivors so that they can contact their relatives.
Télécoms Sans Frontières experience in the field has led it to make a number of observations concerning the
needs of relief efforts and survivors in a crisis. More and more, the flow of information forms a « crisis
triangle » between the site of the event, the outside world and information platforms. Every aspect of this
triangle needs to be taken into consideration. Technological progress, whilst desirable, cannot alone improve
the flow of information during a crisis. Conventions and standards, whilst essential, cannot alone solve the
problems with the flow of information during a crisis. Preparedness, training and an attention to the so called
technology gap must form part of any Emergency Telecommunications strategy.
