Biographies
Antonio Marini de Almeida, CPQDBrazil

Post graduate in Telecommunications by University of Campinas (UNICAMP) and MBA by Escola Superior de Administração e Marketing of Campinas (ESAMC) and technologist by Metodist University of Piracicaba (UNIMEP)

Works since 1985 at CPqD (Former Telebrás R&D Center) and since 2000 is responsible by NIR radiation measuring (laboratory and field measurements) including SAR measurements.

Coordinates R&D activities at CPqD Labs in RF area.

Participates of Brazilian Regulation groups in RF and NIR areas.
Mr. Clovis Baptista, Executive Secretary of the Inter-American Telecommunication Commission (CITEL)

CLOVIS JOSÉ BAPTISTA NETO is the Executive Secretary of the Inter-American Telecommunication Commission (CITEL) of the Organization of the American States (OAS). Prior to becoming the Executive Secretary of CITEL in March 2000, Mr. Baptista held several key positions in Brazil including Head of the National Telecommunications Agency's Office of International Affairs and Special Adviser to the Minister of Communications, International Affairs. He also undertook major responsibilities as Head of Department, Data Communications, Text and Telematic Services as well as Deputy Superintendent, International Network Operations in EMBRATEL (Empresa Brasileira de Telecomunicacoes), before leaving the company in 1995. Mr. Baptista has served as Chairman of the Administrative Council of the Telephone Company of Piauí (TELEPISA) and Member of the Administrative Council of the Telephone Company of Pernambuco (TELPE) from 1995 to 1997. He was an active participant in the International Telecommunication Union (ITU) and CITEL activities as well as in the WTO negotiations on basic telecommunications services, which led to the IV Protocol to the GATS Agreement. He has spoken as lecturer in several national and international seminars and conferences regarding telecommunications policy and regulation, international relations and trade in the services area organized by the ITU, WTO, academic institutions and others. Mr. Baptista holds an Engineering Degree in Telecommunications (1972), from the Pontifical Catholic University of Rio de Janeiro.
Dr. Mauro Flórez Calderón, President CITIC - Ecuador

Eng. Mauro Flórez Calderón, Ph.D., MSc, Eng. has participated in projects of national and international scale as: Interconnection networks in multi-user and multi-operator environment, in Colombia for the Ministry of Communications and Colciencias; and the pilot project to test WiMax technology before being acquired funded by Empresa de Telecomunicaciones de Bogota (ETB) as operator of the service, the equipment suppliers were Airspan and the Investigation Research Group GITUN. He led the design of inspection protocols for telecommunications companies from Colombia supervised by the Superintendencia de Servicios Públicos Domiciliarios that is the Department for Telecommunications - SSPD in the areas of Networking, Traffic, Security, Pricing, Customer service, prepaid service and Call Center. Flórez participated as an inspector in the areas of interconnection and traffic. Currently directs the Project on Strategies and Policies of convergence and Satelital Research Program. Has been consultant for the project on number portability for the National Telecommunication Secretary of Ecuador, and consultant for the telecommunications project of Power Lines for Riobamba Electric Company SA. Nowadays Directs project ICTs and Climate Change.

Ph.D in Telecommunications Engineering, Ph.D (c) in Political Science and International Relations, Master in Sciences in Political Science, Media Specialist, Electronic Engineer, with a Master degree in Business Studies, Negotiation Techniques and Conflict Resolution, author and co-author of several books and articles, Teaching researcher at the National University of Colombia, expert of the Telecommunications Regulatory Commission of Colombia, Founder and President CITIC Consultant.
Asok Chatterjee, member of the Board of ATIS
  • Master’s degree in Radio Physics and Electronics from University of Calcutta, India, and Ph.D. in Electrical Engineering from the University of Ottawa, Canada.
  • Nearly 30 years in various branches of the telecommunications industry
  • Currently the Vice President of Industry Relations with Ericsson
  • Co-Chairman of WP1, SG13, ITU-T for the 2009-2012 Study Period
  • Member of US Delegation to ITU-R SG5 WP5D [working on IMT-Adv standardization]
  • One of the founders of 3GPP. Currently a Vice Chairman of 3GPP Project Coordination Group
  • Member of the Executive Committee of the Board of Directors of ATIS (the SDO representing USA)
  • Member of the ATIS Delegation to Global Standards Collaboration meetings
  • Was a Member of the US Delegations to WTSA 2008 in Johannesburg and WTDC 2010 in Hyderabad

Jorge Ernesto Torres, Comisión Técnica Regional de Telecomunicaciones de Centro América COMTELCA

Electrical Engineer from the UNIVERSIDAD CENTROAMERICANA JOSE SIMEON CAÑAS (1978) at El Salvador, Master of Science on Electrical Engineer from the THE UNIVERSITY OF MICHIGAN (1981) with a major on Electromagnetic Theory Applicatons for Microwave and optical transmission. In addition I have a Diplomate on Marketing from Fundación Empresarial Para el Desarrollo Educativo (FEPADE) and a Sales Engineer from the AT&T Sales Academy.

At COMTELCA I am the Project Coordinator for the project ARMONIZACIÓN POLÍTICO-REGULATORIA REGIONAL PARA LA INTEGRACION DE LOS SERVICIOS DE TELECOMUNICACIONES EN LA REGIÓN MESOAMERICANA and was the former Project coordinator for the Autopista Mesoamericana de la Información (AMI) project that include a fiber optic backbone, a regional rural telecommunication network and the implementation of Telecommincation hotels.

Beside those activities I provide support to the Secretario Ejecutivo on the coordination and develop of the three comites meeting (Radiocomunication, Development and Standardization)

Former Sales and Marketing Manager for Central America at OFS Optics and Lucent Technologies.

With more than 25 years of experiences on telecommincation including regulation, equiments and network designs.
Luis Enrique Conde del Oso, Empresa de Telecomunicaciones de Cuba S.A., ETECSA

Luis Enrique, graduated in the year 1982 as Engineer in Telecommunications. With 28 years of experience in the Telecommunications, he began as Professor of Superior Level in the Military Technical Institute where he acted as Assisting Professor of Superior Level in the Class of Radiotecnia. Starting from the year 1986 began to work in the Company of Telecommunications of City Havana which in the year 1993 are integrated to ETECSA where he acted as specialist of Network Planning and at the moment he is Boss of Group of the Department of Strategic Plans in the Vice-presidency of Technology and Development, having an active holding in the introduction of New Services of Added value, Design of the Intelligent Network, Design of the strategies of traffic of the Network of Telecommunications toward the New Generation Network as well as in the implementation of the Network Metro Ethernet in ETECSA.

It has directed topics of investigations, such as the introduction of the Power Line Communications with the realization of 4 Pilots of this technology in Cuba, and other related with the Introduction of the Service of IPTV in Cuba in which carried out 2 important pilots that included designs of services and development of a Platform of IPTV.

It has participated in a total of 28 courses, of technical training of telecommunications and graduate degree with companies like Alcatel and Ericsson and Huawei, besides possessing a Certification like Expert in the system PLC. It possesses a total of 31 publications in National and International Technical Magazines and participating in 11 International Events as Presenter with a grateful work of technological Innovation with 23 works rewarded in Cuba. At the moment it is defending their Theses of Master in Sciences on the Topic of the Validation of the Profile of Quality of the NGN in the Polytechnic Superior Institute José Antonio Echeverría (ISPJAE).
Eng. Zoila Inés Ramos Rodríguez, Director CITIC - Ecuador

Eng. Zoila Inés Ramos Rodríguez, Ph. D(c), Esp. has directed large-scale projects nationally and internationally as interconnection networks in multi-user and multi-operator environment in Colombia for the Ministry of Communications and Colciencias. Was directed the pilot project to test WiMax technology before being acquired by Empresa de Telecomunicaciones de Bogota ETB operator of the service; the equipment supplier were Airspan and Research Group GITUN. Eng. Zoila Ramos directed the inspection on the telecommunications companies in Colombia monitored by the Superintendencia de Servicios Públicos Domiciliarios. Was delegate as an inspector for the Department of Telecommunications - SSPD in the areas of Networking, Traffic, Security and Taxation to telecommunications companies monitored by the SSPD.

Currently manages projects for Power Lines Telecommunications - PLT. “Inclusion of Telecommunication and ICT in Strengthening National Identity and the Decline of the Digital Gap (FINE)”.

Ph.D (c) in Telecommunication Engineering, Radio-communication Specialist, Specialist in Law of Telecommunications, Electronics Engineer, with a degree in Management, a student of law in Ecuador. Author and coauthor of several books and articles, Teacher Researcher of National University of Colombia, supported by the Expert Committee on Telecommunications Regulatory Colombia (CRT), CITIC Founder and Principal Consultant.
Paolo Rosa, Head of Workshops and Promotion Division, (ITU/TSB)

Mr Rosa received his degree in physics in 1974 in Rome, Italy, and joined the R&D branch of the Italian Ministry of Communication working on optical fibers transmission networks, in national and international standards and leading quality control inspection teams for international telecommunication projects.

He was head of national delegations for standardization and research studies performed in IEC, ITU, ETSI, CECC, COST and represented the Italian Ministry of Communications in various international institutions including the European Commission task force for the G7 pilot projects on the Information Society.

Paolo was appointed as expert and senior advisor by the Italian Foreign Office, the UNDP and ITU for telecommunication projects in various developing countries worldwide.

In 1997 he joined the ITU-T secretariat in Geneva as Counselor responsible for Study Groups 6 (Outside plant), and SG 15 (Optical and other transport networks) and representing ITU in various events. Since November 2004 he is the Head of the Workshops and Promotion Division of the ITU Standardization Sector, organizing events and promoting new ITU-T activities for resolutions concerning developing countries, conformance and interoperability, universities.

He is author of several papers published in international technical magazines and speaker and lecturer in universities, international conferences, seminars and workshops.
Guillermo Valdivia, Director de Supervisión y Fiscalización TELCOR, Nicaragua

EXPERIENCE AND ACHIEVEMENTS
  • Elected Director of Control and Supervision at TELCOR Nicaragua, 2008
  • Extensive knowledge gained over 22 years of experiences in the telecommunications field
  • During 2008-2009 I have been at the forefront of effort for the implementation of the number portability in Nicaragua
  • At this time I lead the commission in charge of studies for the selection of the digital television standard
  • I have participated in the elaboration of the new Telecommunications Act
  • I have worked on the revision and drafting of regulations to strengthen the legal framework of TELCOR
  • I have worked on projects to improve the efficiency of the national telecommunications networks and these to bring to the far away regions
  • I direct the commission to study the recommendations of the ITU and its applications
  • I have been involved in work to promote broadband services and the information society
  • During 2010 we have worked on the creation of a one-stop on line for the importation of telecommunications equipment and make this process more efficient and faster
  • We are currently working on the regulation of non-ionizing radiation and the establishment of the allowable limits
