Ron Box (ACMA, Australia)
Ron returned to the Australian Communications &
Media Authority (ACMA) in March 2008 following a
three year secondment to the Asia Pacific
Telecommunity (APT) Secretariat as its
Standardization Officer. He is currently ACMA's
International Manager.
Ron has led delegations and been an office bearer
and participant in many International
Telecommunication Union (ITU) & APT activities;
including the APT Standardisation Program, APT
Workshops, and APT preparations for the World
Telecommunications Standardisation Assembly in 2004,
and the 2002 and 2006 Plenipotentiary Conference.
He has worked in the telecommunications,
international standards, and electrotechnology
industries. Ron has tertiary qualifications in
electrical engineering, telecommunications
regulation, and business administration and policy,
and is a Fellow of the Institution of Engineers
Australia. |
Gary Fishman (Chairman of TSAG)
Mr. Fishman’s work experience of more than 40 years
with Alcatel-Lucent, Lucent Technologies, AT&T and
Bell Laboratories includes digital transmission
systems, system engineering, optical fiber, economic
studies, communication satellite services,
regulatory tariff filings, marketing and technical
standardization.
He has participated in and held leadership positions
in domestic and international standards bodies in a
variety of technical and policy areas since 1984,
including the current Chair of the Telecommunication
Standardization Advisory Group (TSAG) and membership
in World Standards Cooperation comprising the top
management of ISO, IEC and ITU-T. In 2006, Mr.
Fishman created the TSAG Young Delegates Group to
facilitate the effective participation and training
of new participants, mostly from developing
countries, to TSAG and the ITU-T. He has also been a
regular participant in the APT Standardization
Program (ASTAP) for many years.
Mr. Fishman is a member of the American National
Standards Institute (ANSI) International Policy
Committee and the ANSI Executive Standards Council,
and has participated on ANSI delegations to the
Pacific Area Standards Congress and the ISO General
Assembly. Mr. Fishman is a founding member and
currently Vice Chairman of the Board of the US ITU
Association (USITUA), an industry association whose
mission is to improve the interface between industry
and the US government as it relates to ITU and other
related bodies. |
Nataša Gospić (Community of Yugoslav PTT, Serbia)
I received the BSc and MSc. degree from the Faculty of Electrical Engineering and PhD degree from the Faculty of Transport and Traffic Engineering, University of Belgrade.

The scope of my recent work for telecom operators used to be: strategy and policy for mobile networks and service development, business policy for ISP, and implementation of EBRD loans for ten projects for Telekom Srpske.
I am the author of three books and more then 60 scientific and expert papers.

Bruce A. Gracie, Industry Canada
Having completed a Ph.D. in 1976, Bruce Gracie has
worked in a variety of capacities in the Canadian
federal government responsible for
telecommunications and information technology
matters. He also participated in an exchange
programme with the Australian Department of
Communications over a period of 2 years. His current
duties include chairmanships of various
government/industry committees focused on the
preparations for ITU conferences and assemblies
(such as the 2010 Plenipotentiary Conference, the
2010 World Telecommunication Development Conference,
WRC-2011, and the 2008 World Telecommunication
Standardization Assembly). Among his recent
responsibilities at ITU were the following: Chairman
of the Finance and Administration Committee at the
2002 Plenipotentiary Conference, Chairman of the
2006 Council, Chairman of the Radiocommunication
Advisory Group from 2000 to 2007, and Chairman of
the 2007 Radiocommunication Assembly.
His current responsibilities include serving as ITU
Councillor for Canada, as well as Chairman of the
Commonwealth ITU Group, Chairman of the Council
Group on the Financial Regulations and Chairman of
the Council Tripartite Group on Human Resources
Management. He has been a member of the Council
Troika since 2005. |
Akira Hashimoto (ITU-R SG5 Chairman)
Dr. Akira Hashimoto joined NTT in 1970. Since then
he engaged himself in the development of terrestrial
wireless systems including radio-relay and wireless
access systems. In 1997, he moved to NTT DoCoMo and
now Managing Director of Wireless Technology
Standardization Department, which is responsible for
radio spectrum strategy and international
standardization activity.
In the field of ITU-R, he has participated in the
former Study Group 9 activity since 1980. From 1991
till 2007, he acted as Chairman of Working Party 9B,
which deals with characteristics and radio frequency
aspects of fixed wireless systems. At the
Radiocommunication Assembly last year, he was
nominated to Chairman of new Study Group 5, the
scope of which includes fixed, mobile,
radio-determination and amateur services. |
Kevin Hughes (ITU/BR)
Kevin Hughes has been with the ITU
Radiocommunication Bureau (formerly CCIR) since
1984. He was initially the Counsellor responsible
for the ITU-R Study Groups dealing with radiowave
propagation and in 2002, was appointed Head of the
Radiocommunication Study Group Department.
Prior to joining ITU, he was with the radio
regulatory department of the UK Administration where
he was involved in various aspects of spectrum
management, in particular radiowave propagation.
Dr Hughes is a graduate of the Universities of
Exeter and Wales. He holds a Ph.D. in ionospheric
physics and is a member of the Institution of
Engineering and Technology (IET). |
Yuji Inoue (TTC, Japan)
Yuji Inoue was born in 1948 in Fukuoka, Japan. He
received the B.E., M.E. and Ph. D degrees from
Kyushu University, Fukuoka, Japan, in 1971, 1973 and
1986, respectively, and was made an Honorary
Professor of the Mongolian Technical University in
1999.
He joined NTT Laboratories in 1973 and served there
for 34 years. While he was in NTT, he was active in
ITU-T standardization on ISDN (Integrated Services
Digital Network), SDH (Synchronous Digital
Hierarchy) and TNA (Transport Network Architecture)
during 1982 – 1992. After new business development
in NTT Data, he was a board member of NTT in 5 years
to head NTT group’s R&D with 6000 researchers and
engineers.
He moved to The Telecommunication Technology
Committee, TTC in 2006. He is currently the
President and CEO of TTC. He is a fellow of IEICE
and IEEE. He wrote and edited many technical books. |
Eun-Ju Kim (Head, ITU Regional Office for Asia and the Pacific)
Dr. Eun-Ju Kim is currently Head of ITU Regional
Office for Asia and the Pacific in Bangkok,
Thailand, representing ITU and responsible for 38
Member States in this region.
Before she joined the International
Telecommunication Union (ITU) – UN Special Agency
for Telecommunications and ICTs – in 2000, she had
served several senior posts such as Director for
Regulatory Affairs at the ICO Global Communications
based in London (1996-1999), Lecturer for
telecommunication policies and regulations at the
London City University (1995), and Senior Adviser to
Ministers at the Ministry of Communications in the
Republic of Korea (1990-1994).
She has been educated from the Seoul National
University in R. O. Korea for the first Master
Degree and the London City University in the United
Kingdom for the second Master and Ph. Degrees.
Some 100 books or articles/papers have been
published, translated or presented at numerous
countries in the cross continents on professional
areas from telecommunication/ICT policy,
legislation, governance and regulation to
international relations and organizations through
case studies of ITU, UNESCO, OECD in order to bridge
digital divide or optimize digital opportunities in
the interdependent information society.
She has been awarded by the Ministers of R. O. Korea
and Mongolia with honorary medal. |

Mick Owens ( ACMA, Australia)
Mick Owens has a wealth of experience in
communications regulation, gained through over 30
years experience in diverse roles within the
Australian Government. Mick has enjoyed working with
national and international governments, industry
representatives and consumers, providing high-level
advisory, technical and practical problem solving
assistance.
Over the past two years, Mick has managed ACMA’s
International Section and overseen the
organisation’s International Training Program. The
program attracted participants from around the
globe, who had the opportunity to learn first hand
about ACMA’s regulatory approach to the contemporary
converging communications environment. The program
was designed to provide a valuable forum for
exchanging ideas, sharing knowledge and discussing
future possibilities.
Mick has played a significant role in a number of
other key consumer information and technical
projects. Working within ACMA’s Consumer Division,
he developed a range of practical consumer guides
and interactive toolkits on fixed phones, mobiles
and the internet. These proved very popular with
consumers, providing useful information and advice
on selecting the product or service that would best
suit their needs.
Mick also worked in an advisory capacity on the
Analogue Mobile Phone Closure Information Campaign
for Australia, enabling consumers to move seamlessly
across from the old analogue mobile phone system to
the new digital services. |
Jong-Bong Park (TTA)
Mr. Jongbong PARK received his master degree in
business administration in ICT industry in 1999 at
Information Communication University in Republic of
Korea, and joined the R&D Institution, Electronics
and Telecommunication Research Institute (ETRI), to
work on the coordination of standardization
activities.
Mr. Park joined the TTA secretariat in 2001 as a
senior researcher providing consultation to Korean
administration to set up national position at
international organizations, such as ITU and APT. He
has contributed to various APT preparatory meetings
for ITU Plenipotentiary Conference and World
Telecommunication Standardization Assembly as a CG
chair. In addition, he has been coordinating ITU-T
Issues within APT as a Rapporteur.
As a director at TTA, he is in charge of
coordinating various standardization activities,
such as TTA standardization committees, industry
forums and human resource development. He has been
providing consultation to overseas governments to
enrich standardization capability through
consultation programme. Recently, he started joint
work programme with ITU-T for bridging the
standardization gap that was funded by the Korean
administration. |
Kishik Park, (Electronics and Telecommunications Research Institute (ETRI)
Dr. Kishik PARK was educated at Seoul National
University, in the Rep. of Korea, where he obtained
a first class honours degree of B.A. in 1982 and
M.A. in 1984 respectively. And he got Ph.D. Degree
in the field of Telecommunications Policy in 1995.
In 2004, he has got another Ph.D. Degree majoring in
Internet QoS, Computer Science at Paichai
University.
He joined ETRI (Electronics and Telecommunications
Research Institute) in 1984, and he is currently
working as a Research Fellow of Technology Strategy
Research Division. He has more than 20 year research
experience in various divisions of ETRI including
Info-Communications Technology Division
(Vice-President), IT Strategy Research Division
(Vice-President), Information & Telecommunications
Technology Division, and Protocol Engineering
Center, etc.
He has been currently serving as the Chairman of SG3
of ITU-T after the 8 year Vice-Chairmanship of ITU
TSAG (Telecommunications Standardization Advisory
Group) since 1996 internationally as well as serving
as a Advisory Board Member of ASTAP (Asia-pacific
STAndardization Program) regionally.
Dr. Park has been also acting as a member of

Paolo Rosa, Head, Workshops and
Promotion Division, TSB, ITU
Mr. Rosa received his degree in physics in 1974 in
Rome, Italy, and joined the R&D branch of the
Italian Ministry of Communication working on optical
fibers and transmission networks, on national and
international standards and leading quality control
teams.
He was head of national delegations for
standardization and research studies performed in
IEC, ITU, ETSI, CECC, COST and represented the
Italian Ministry of Communications in various
international institutions including the European
Commission task force for the G7 pilot projects on
the Information Society.
Paolo was appointed as expert and senior advisor by
the Italian Foreign Office, the UNDP and ITU for
telecommunication projects in various developing
countries worldwide.
In 1997 he joined the ITU-T secretariat in Geneva as
Counselor responsible for Study Groups 6 (Outside
plant), and SG 15 (Optical and other transport
networks). Since November 2004 he is the Head of the
Workshops and Promotion Division of the ITU
Standardization Sector.
He is author of several papers published in
international technical magazines and speaker and
lecturer in international conferences, seminars and
workshops. |
Maui Sanford (President, Pacific Islands
Telecommunications Association)
Maui Sanford is the president of the Pacific Islands
Telecommunications Association – PITA - a Fiji based
non profit organisation whose main objectives is to
promote telecommunication development in the
Pacific. Currently PITA membership is around 110
composed of operators, regulators and suppliers over
110 members and associate members.
PITA organises yearly over 15 events such as
workshops, seminars and training sessions for its
members.
PITA have a long lasting and strong relationship
with ITU and conducts joint actions in the region.
Mr Sanford is 45 years old and is living in Papeete
Tahiti, French Polynesia and is working for the
Office des Postes et Télécommunications (OPT) since
1983 – He acts as the International Relations
Manager and also heads the voice business unit. Mr
Sanford holds a law degree from the Université
française du Pacifique in Tahiti. |
Sameer Sharma (ITU Regional Office for Asia and the Pacific)
He is currently Senior Advisor posted in ITU
Regional office for Asia and the Pacific in Bangkok,
responsible for ten countries in South Asia covering
India, Nepal, Bhutan, Sri Lanka, Bangladesh,
Afghanistan, Pakistan, Iran, and Maldives.
His additional thematic functions include
partnership with private sector members for the Asia
and Pacific region.
He is also responsible for ITU Asia Pacific Regional
Initiatives on NGN planning and migration and
collaboration between ITU-T and ITU-D and currently
undertaking various projects on USP, VoIP,
Broadband, NGN etc. He is also the focal point for
interface with UN agencies such as UNESCAP for ITU
work on ICT related to MDG and WSIS targets.
Before joining the ITU, he has held several senior
positions in several countries such as Advisor,
Malaysian Communications and Multimedia Commission (MCMC),
Malaysia, where he has undertaken extensive work in
the field of Unbundling of Local Loop, IP Telephony,
Access and Interconnection, Digital Power Line
Communications, Quality of Service of IP and
Broadband Networks, International Settlement Policy,
Convergence of telecom, broadcasting and IT and NGN
Networks. He also served as General Manager,
Corporate Strategy in Celcom Malaysia Berhad. For
over four years, he worked as Deputy Advisor,
Telecom Regulatory Authority of India (TRAI). He
also has extensive experience in radio and
television broadcasting including satellite and
microwave communications in India.
He has actively worked with ITU Study Groups in
ITU-T Sector and ITU-D Sectors for over 7 years. He
was chair on Mobile Termination Rates in ITU-SG3
(2005-2007), Chair on Economic aspects of IP
Telephony 2001 and had undertaken field projects as
ITU Expert including project on VOIP and Broadband
in Turkey.
He has been panel speaker in several national and
international conferences and has contributed to
five articles and publications including an ITU-D
publication. |
TF So (Assistant Director OFTA, Hong Kong)
Mr. TF SO has over 20 years of experience in the
field of electronics and telecommunications. He
joined the Telecommunications Branch of the Hong
Kong Post Office in 1982. He is now the head of the
Support Branch of the Office of the
Telecommunications Authority – the
telecommunications regulator in Hong Kong, and has
responsibilities for corporate and external affairs,
satellite regulations, technical standards, network
security and ICT development. He is also responsible
for the enforcement of the local antispam law,
namely the Unsolicited Electronic Messages
Ordinance, enacted in 2007. |
Sri Sridhar (Director, Service Provider Business Asia-Pacific, Cisco)
Mr Sri Sridhar has served in the networking industry
since 1994. After earning Masters in Engineering
from Kansas State University USA, he was with
StrataCom and was key to architect, simulate and
test large scale Service Providers and Enterprise
packet backbone networks. With Cisco's acquisition
the scope expanded to global customer architectures
addressing network requirements for Voice, Video and
Data. From 1998-2002 with Juniper as Director of
Business Development to drive SP business/technology
in Americas, and for two years in European markets.
Took the role of VP, Asia Pacific for Force10
Networks till 2005, prior to returning to Cisco Asia
Pacific based in Singapore in 2006. Current role
involves collaboration with Asia Pacific Service
Providers to provide innovative solutions,
addressing multiple business and technical

John Visser, Chairman, ITU-T
SG 19,
ITU
John Visser earned a Bachelor of Applied Science in
Electrical Engineering from the University of
British Columbia in Vancouver, Canada in 1973. After
gaining practical experience in diverse areas within
military communications as an officer in the
Canadian Armed Forces, John joined Bell-Northern
Research, then the R&D arm of Nortel Networks, in
1978. Since then, he has been involved in many key
network standards, systems engineering, planning,
product design, and product line management support
activities for many years. He has an extensive
background in SS7, ISDN, Intelligent Networks and
mobile networks, and has held a series of positions
of increasing responsibility, both internally and
within standards bodies, in these areas over his
career with Nortel Networks. Together with prior
activities in ANSI T1, TIA, and other areas in ITU
T, and the 3G Partnership Projects, John is very
active in International Mobile Telecommunications (IMT
2000) standardization work in ITU T. In October
2000, John was appointed Chairman of the ITU T
Special Study Group (SSG) on "IMT 2000 and Beyond."
In October 2004, he was appointed Chairman of the
successor to ITU T Special Study Group SG 19 “Mobile
Telecommunication Networks”. The SSG/SG 19 has been
successfully globalizing the 3GPP and 3GPP2
specifications as adopted by their partner
organizations, and progressing the vision and
requirements for the core network infrastructure of
next generation mobile systems. The latter includes
inter-system mobility management, and the
convergence of fixed and mobile networks. John is a
member of the Advisory Board of the Advanced
Software Engineering Research and Training (ASERT)
Laboratories at the University of Ottawa and
Carleton University. He is also a guest lecturer at
Carleton University and a frequent speaker at
conferences and seminars. John is a Registered
