Economist, obtained a diploma in Econometrics in 1977; holder of the highest diploma of the Administrative School of Administration in 1979 (Ecole Nationale d’Administration). He holds a number of other degrees from the Faculty of Economic Science of Tunis, the International Institute of Public Administration in Paris, etc.

Mr. Gley was Director General at the Ministry of National Economy, notably in charge of research and economic reform. Among other tasks, he coordinated from 1982 to 1990, at the Ministry of Commerce and Industry the Program of Structural Adjustment conducted by the Tunisian Government in association with the World Bank.

In 1991, he was appointed as Principal Secretary of the Ministry of Post and Telecommunications, to also lead the Structural Adjustment programme in this sector.

Since 1999, he is appointed Chairman & CEO of the Tunisian Post Co., to put into action its transformation from an administrative entity to a commercial company and to integrate new technologies into its long-standing traditions.

In 03 September 2007, Mr. El HADJ GLEY was appointed Minister of Communication Technologies - Tunisia.
