Ms. Regina Fleur Assoumou-Bessou

Chair of ITU-D Study Group 1, Director of International Cooperation, Telecommunication/ICT Regulatory Authority and Post Office of Côte d'Ivoire (ARTCI)




Ms Assoumou-Bessou, graduated in Legal, Administrative and Taxation Sciences and engaged in the ICT sector since 2001, and Master degree's REGTEL in Regulation, is  the Director of International Cooperation at the Telecommunication/ICT Regulatory Authority and Post Office of Côte d'Ivoire (ARTCI). 

Ms Assoumou-Bessou has a long history of engagement with ITU. Since 2002 she has been Vice-Rapporteur and Rapporteur on Question 12-2/1, as well as Rapporteur for Question 10-3/2 on “Telecommunications/ICT for rural and remote areas" and for Question 18-2/1. As of today, she has been Chair of Study Group-1 since 2017, elected on occasion of the WTDC-17. 

During her career she also served as Head of Litigation and Complaints Department and Head of Consumer's Protection and Competitive Environment Department at ARTCI. 

Ms Assoumou-Bessou is also president of Amicale des Femmes Actives des Télécommunication/TIC (Telecommunication/ICT Active Women Association) of Côte d'Ivoire and member of the NGO Femmes & TIC of Côte d'Ivoire. She is a role model for all women in the digital world as well as first African woman to hold her current position as Chair of ITU-D Study Group-1 and Vice Chair of TDAG.
